FedTeDS.gov empowers Federal agencies to
embrace the President’s requirements for tightening the
access of information available on the Internet.

Forman announced the implementation of FedTeDS.gov, a web
application developed under the Integrated Acquisition Environment
E-Gov initiative. FedTeDS.gov is designed to safeguard acquisition
related information. This unique web application will not
only enable the distribution and dissemination of Sensitive
But Unclassified (SBU) acquisition material, it will also
be integrated within an Agency’s business process. FedTeDS.gov
is fully integrated within the Integrated Acquisition Environment
interfacing with FedBizOpps and the Business Partner Network/Central
Contractor Registration. This integration and management of
FedTeDS.gov represents a model to securely transmit and disseminate
sensitive acquisition material related to solicitations found
on FedBizOpps.gov, the single government point-of-entry for
Federal government procurement opportunities.
The need for a secure on-line dissemination
tool arose from the requirement that all Federal Agencies
must provide on-line material to commercial vendors, as outlined
in the Freedom of Information Act (FoIA). Currently, over
90 Federal Agencies are disseminating Sensitive But Unclassified
(SBU) acquisition materials during the solicitation phase
of procurement via the Internet. This material includes information
related to operations, systems, structures, individuals and
services essential to the security and management of a facility,
including telecommunications, electrical power, building facility
structural layout, gas and oil storage/transportation, water
supply, emergency services, and the continuity of operations.
Much of this information could pose a possible threat to national
security if made public.
FedTeDS.gov empowers Federal agencies
to embrace safeguarding requirements for accessing critical
information available on the Internet.
FedTeDS.gov specifically addresses the following:
- Improves the efficiency, credibility,
and effectiveness of the acquisition and logistics support
process by streamlining the Federal procurement process
- Allows for real time vendor access
to SBU acquisition material, saving government agencies
valuable time and dollars
- Establishes a physical firewall
between the Federal government and its public customers
providing additional security without decreasing vendor
satisfaction
- Utilizes existing Department
of Defense databases to validate a user’s access to
export controlled data
FedTeDS marks another milestone in
the Integrated Acquisition Environment, which is one of the
President’s E-Government initiatives. FedTeDS.gov successfully
launched February 19, 2003. The system is a collaborative
effort by U.S. General Services Administration; a joint team
comprised of a number of Federal Agency partners jointly lead
by U.S. Coast Guard (USCG) and Department of Defense; and
IBM.
