NOTICE TO
LESSEES AND OPERATORS OF FEDERAL OIL AND GAS LEASES
IN THE OUTER CONTINENTAL SHELF, GULF OF MEXICO OCS REGION
Damage Caused by Hurricane Ivan (Part 2)
The Minerals Management Service (MMS) Gulf of Mexico OCS Region (GOMR) is issuing this Notice to Lessees and Operators (NTL) pursuant to 30 CFR 250.103 and 30 CFR 250.106(b) and (c) to describe the plans and reports you need to prepare because of the known and potential damage to OCS platforms and other structures caused by Hurricane Ivan.
Background
The MMS GOMR issued NTL No. 2004-G18 on October 4, 2004. That NTL described the inspections you need to conduct as required by American Petroleum Institute’s Recommended Practice 2A-WSD (API RP 2A-WSD), Twenty-First Edition, incorporated by reference at 30 CFR 250.900(g) and 250.912(a).
This NTL supplements NTL No. 2004-G18 and provides guidance on the information you need to submit to the MMS GOMR concerning any severe damage to OCS platforms and other structures that were along the path of Hurricane Ivan. The information collection requirements are discussed below, followed by a statement explaining the burden requirements.
OCS Platforms and Other Structures
By December 1, 2004, submit the information listed below by e-mail to tommy.laurendine@mms.gov or by postal mail to the MMS GOMR Office of Structural and Technical Support (MS 5210):
· A list of all your OCS platforms and other structures that were subjected to hurricane force winds (74 miles per hour and greater) from Hurricane Ivan;
The MMS GOMR will review the initial inspection plans and advise you concerning their acceptability. As you gain experience from your inspection efforts, you may submit amendments to your list and inspection plans for our consideration. Thoroughly justify all requested changes. Further, submit an amendment to your inspection plan whenever the results of a Level II survey require you to conduct a Level III survey.
Within 30 days after you complete each structure inspection, send a report by e-mail to tommy.laurendine@mms.gov or by postal mail to the MMS GOMR Office of Structural and Technical Support (MS 5210) that describes in detail any detected damage that may adversely affect structural integrity. Damage to such items as walkways, handrails, and boat bumpers is not considered structurally significant. For each structure that sustained significant adverse damage, include an assessment of its ability to withstand anticipated environmental storm conditions and any remediation plans. You should plan to complete all repairs by June 1, 2005.

The PRA (44 U.S.C. 3504 et seq.) requires us to inform you that MMS collects this information to carry out its responsibilities under the OCS Lands Act, as amended. The MMS will use the information to ensure that all required inspections are performed and that appropriate corrective measures on structures that may have been adversely affected by Hurricane Ivan are taken. Responses are mandatory. No proprietary data are collected. We estimate the public reporting burden to average 740 hours per respondent.
