Acquisition Acquisition Policy Competition Advocates

Each person on the list below is a "Contracting activity competition advocate" designated in writing by the head of the contracting activity (HCA). 

The purpose of competition advocacy is to promote fair competition to the fullest extent and to minimize the instances of non-competitive transactions.  According to the Federal Acquisition Regulation (FAR) 6.502, "....... competition advocates are responsible for promoting the acquisition of commercial items, promoting full and open competition, challenging requirements that are not stated in terms of functions to be performed, performance required or essential physical characteristics, and challenging barriers to the acquisition of commercial items and full and open competition such as unnecessarily restrictive statements of work, unnecessarily detailed specifications, and unnecessarily burdensome contract clauses."  GSA guidance on this may be found at GSAM 502.101, 504.803, and the GSA Order on Comprehensive Acquisition Planning, APD 2800.13B, dated May 4, 1999.
