Any changes to the existing rules will water down the system and allow brokerage firms to either price orders themselves or route them to their favorite markets. The existing system implemented back in the mid-70s has served small and large investors very well over the years. It is ironic that the same interests that fought for the best price rule back in the 70's and 80's, thinking that they will better compete with the NYSE, now they want to change the rules hoping to take some business from the NYSE.
