POSITION DESCRIPTION: The person filling this position will be a full
participant in the day-to-day operations of the Futures Initiative and the
Office of Strategy and Innovation – transforming CDC for the future of public
health. At the time this person comes on board, the Futures Initiative will be
involved in guiding the implementation of programs and activities designed to
achieve newly established goals and strategic directions for CDC. Implementation
plans will focus on public health research, global health, health systems,
communication, organizational redesign, and improved business practices.
Specific duties will be tailored to the interests and skills of the person
hired, but may include staffing and participating in workgroups focused on the
areas listed above; development of communication materials, including intranet
and internet materials; analysis and evaluation; and report development. The
work environment is fast paced and changes rapidly. This position provides an
excellent opportunity to develop a broad view of CDC/ATSDR programs and issues.

POSITION DESCRIPTION: The National Center on Birth Defects and
Developmental Disabilities works to prevent the birth defects and developmental
disabilities that we know how to prevent, identify the causes of birth defects
and developmental disabilities for which causes are unknown, promote the health
and wellness of people of all ages who live with disabilities and decrease and
prevent complications associated with blood disorders. The incumbent works
closely with the Policy, Planning & Evaluation Team (PPE) and the Resource
Management Office within the NCBDDD Office of the Director to link budget
formulation and execution activities. The incumbent will participate in a broad
range of policy and administrative duties including center-wide planning and
evaluation, tracking program objectives, financial management, and preparing the
annual budget. In addition, the incumbent:
- Will complete and maintain a historical audit of the center’s
authorizations, appropriations and outlays.
- Assists the center in planning to meet strategic goals including those
applicable under Healthy People 2010, the Government Performance and
Results Act (GPRA), and the Program Assessment Rating Tool (PART).
- Will guide future budget and program planning to assist individual
teams in meeting the goals of NCBDDD’s strategic plan.

POSITION DESCRIPTION: The National Center on Birth Defects and

closely with the leadership in the DBDDD and the PPE Team to support initiatives
identifying the causes of birth defects and developmental disabilities and
educating the public on prevention strategies. A significant portion of the
projects will focus on autism and other developmental disability initiatives. In
addition, the incumbent:
- Works with the NCBDDD Office of the Director and Behavioral Science
and Health Education Team to coordinate, develop and disseminate policy
outreach and education on NCBDDD programs, issues and activities for
legislators, partner organizations, and the public.
- Coordinates and responds to a broad range of information requests from
CDC’s Office of the Director, Congress, other governmental agencies,
businesses, and the general public, and coordinates information gathering
from DBDDD teams for these responses.
- Participates in planning efforts and assists in coordinating and
developing the division’s planning and evaluation activities.
- Works with the division’s partners to promote, coordinate, and support
program initiatives.

POSITION DESCRIPTION: The mission of the Injury Center is to prevent
premature death and disability and to reduce the human suffering and medical
costs caused by unintentional injuries and violence. The Office of Policy,
Planning, and Evaluation coordinates program planning, partnership activities,
policy formation, and assists in determining programmatic effectiveness for the
Injury Center. The PMF will work directly with the Associate Director for Policy
and other staff to carry out assigned activities. The PMF will participate in
the management of formal and informal policy and planning processes of the
Injury Center, including the analysis of policy issues, budget development and
analysis, and program planning. These include:
Participating in planning activities related to the integration of budget and
performance and interacting with senior Injury Center staff on policy and
programmatic issues.
Responding to Congressional requests; preparing briefing materials, as well as
developing and reviewing written and oral testimony for Congressional hearings.
Identify and analyzing policy issues relative to domestic and global health

POSITION DESCRIPTION: NIOSH is the federal entity responsible for leading
national efforts to assure safe and healthful working conditions for every
working man and woman in the Nation. The Institute conducts and sponsors a
targeted research program to identify and reduce the causes of work-related
illnesses and injuries, and fatalities; and increases occupational disease and
injury prevention activities through national surveillance programs, workplace
evaluations, interventions, and recommendations. The PMF will help plan,
develop, evaluate, and promote targeted education and information programs for
health professionals, workers, and the public. Work may involve use of social
marketing, advertising, communication, and evaluation skills in the development
of materials and strategies to promote worker safety and health.
The PMF will carry out specific projects related to scientific publishing and
information dissemination of technical materials written in collaboration with
NIOSH scientists and occupational safety and health professionals. The PMF will
also work with public affairs staff handling inquiries, writing technical
reports, media updates, fact sheets, and other technical material for providing
information to the general public.

POSITION DESCRIPTION: The Financial Management Office
provides overall leadership and management for budgetary and financial matters
for CDC and ATSDR. The Financial Services Branch is responsible for developing
and implementing policies and procedures for all payment and disbursement
functions, and, in conjunction with the Accounting Branch, ensuring that the
financial records and reports related to payments and disbursements are properly
recorded.
This position is located in the Financial Services Branch of FMO. The incumbent
will be involved in the full range of payable and disbursement functions at CDC,
including cash management, quality control, and payment functions. They will be
instrumental in developing policies and procedures related to payment functions
at CDC, including such things as the validity and appropriateness of obligating
documents originating in the CIO’s, and the payability of invoices received from
private sector partners, employees, and other government agencies. The incumbent
would be responsible for performing research into a variety of topics covered by
Federal Appropriations Law, and advising management on the validity and legality
of obligation and payment requests. The incumbent would also participate in or
be responsible for preparing operational reports for internal management use as
well as numerous reports required by HHS, Treasury, and various other outside
agencies. The incumbent would also be responsible for analyzing a variety of
internal and external reports and performance indicators and providing

CDC/ATSDR. Provides leadership, guidance, and advice on budgetary matters to
CDC/ATSDR, including the development of HHS, OMB, and Congressional budget
submissions. Maintains liaisons with the Office of the Secretary, OMB, General
Accounting Office, other Government organizations, and Congress on financial
management matters. Participates in budget review and hearings before the
Department of Health and Human Services, Office of Management and Budget,
Congress, and advocacy groups.
The Program Analyst will serve as an integral member of the Public Health Policy
Team by assisting in planning, organizing and administering appropriations and
budget policy for the full range of CDC prevention issues. Responsibilities will
include:
• Analyses of legislation and legislative proposals to determine the impact on
CDC’s budget and mission.

federal budget process from an agency perspective, as well as gain a sound
understanding of the relationship between planning, policy, and the budget.

terrorism-related budget and policy issues. The PMF will also be called upon to
assist in the day-to-day execution of the over $1 billion terrorism budget by
providing budget guidance to analysts across CDC/ATSDR.
The PMF will develop a thorough understanding of the federal budget process and
will help guide budget and policy decisions for the terrorism preparedness and
response program. The PMF will work with many current and former PMF/PMIs in a
dynamic and fast-paced environment.

POSITION DESCRIPTION: The Financial Systems Branch (FSB) of the Financial
Management Office is responsible for the maintenance of the financial system of
record for CDC. FSB provides analysis, design, programming, implementation,
enhancement, and documentation of automated accounting systems and subsystems.
FSB also provides technical support and assistance to various committees, teams,
and users in the integration with FMO financial systems and the access and
interpretation of financial systems data.
Maintains, enhances, documents, and/or develops additions to the financial
management system. This involves liaison and substantive shared projects with
ADP, procurement, property, and other CDC functions requiring financial
management data, as well as other governmental and non-governmental
organizations. Provides expert level service and training to users. Participates
in system-related decisions.
The primary duties include initiating action in the research, development, and
improvement of CDC’s accounting and financial reporting system, assisting with
designing the concepts within which the system and/or other modifications are
formulated, participates in testing of revised systems and proposed phase-ins to
assure technical productivity and smooth implementation into the accounting
structure, assists with system implementation and monitoring, provides technical
guidance to program and FMO staff concerning systems accounting, reporting, and
related financial management matters, and assists with the development and
revisions of operating manuals and related directives to reflect system
activities.
