MEMORANDUM FOR DIRECTORS OF PERSONNEL (CPM 96-17)
SUBJECT: Questionnaire on Sick Leave for Family Care or Bereavement
Purposes
Action Requested By: February 28, 1997
The Federal Employees Family Friendly Leave Act (Public Law 104-388, October
22, 1994) requires the Office of Personnel Management (OPM) to submit a
report to Congress no later than June 21, 1997, to evaluate the use of
sick leave for family care or bereavement purposes and to make a recommendation
as to whether the entitlements under the Act should continue beyond December
21, 1997. (See 5 U.S.C. 6307(d)(4)(B).)
To enable OPM to evaluate the use of sick leave for family care or bereavement
purposes and to prepare our report to Congress, I request that you complete
the attached questionnaire and return it to OPM not later than February
28, 1997. This information is required by OPM's regulations in 5 CFR
630.408, which were published on December 2, 1994 (59 FR 62266).
Each department and agency should provide a consolidated response
reflecting information for the entire organization. In addition, we would
appreciate receiving a brief narrative summary of your experience with
the program, including anecdotal information. Note that the period of time
for which you will be reporting includes leave years 1995 and 1996. Please
send or deliver the attached completed questionnaire and narrative summaries
