The Javits-Wagner-O'Day (JWOD) Act, 41 U.S.C. 46-48c, established a procurement program to increase employment opportunites for individuals who are blind or have severe disabilities.

The Act makes it mandatory for all federal agencies to purchase certain supplies and services from designated nonprofit agencies. GSA's Public Buildings Service (PBS) typically purchases services for janitorial, grounds maintenance, and administrative support.
