Members of the National Advisory Council for Healthcare Research and Quality


Donald M. Berwick, M.D., Chairman (2005)

Dr. Berwick is President and CEO of the Institute for Healthcare Improvement based in Boston, Massachusetts. He is a practicing pediatrician at Boston Children's Hospital. Dr. Berwick also serves as Clinical Professor of Pediatrics and Health Care Policy at Harvard Medical School and Adjunct Associate Professor of Health Policy and Management at the Harvard School of Public Health. In addition he is an elected member of the Institute of Medicine and on the governing council of the IOM. A summa cum laude graduate of Harvard College, Dr. Berwick, holds a M.P.P. degree from the John F. Kennedy School of Government and an M.D. degree, cum laude, from the Harvard Medical School.

Mr. Timothy F. Cullen (2004)

Mr. Cullen is Chairman of the Board of United Government Services, Vice President of Blue Cross & Blue Shield United of Wisconsin and Cobalt Corporation. He previously served as President of United Government Services, LLC, and also served as Vice President of BCBSUW's Southwestern Region. Mr. Cullen served as Secretary, Wisconsin Department of Health and Social Services, under Governor Tommy Thompson. Mr. Cullen began his career in public service with election to the Janesville City Council and served on the staff of the late Congressman Les Aspin. In 1974 he was elected to the Wisconsin State Senate and served as Senate Democratic Majority Leader from 1982 to 1986. Mr. Cullen earned his B.S. at the University of Wisconsin-Whitewater.

Lisa C. Ebnuonu-Davis, M.D. (2004)

Dr. Ebnuonu-Davis is Vice President of Global Outcomes Research and Medical Services and Medical Director of Outcomes Research at Pfizer Pharmaceuticals Group, Pfizer, Inc. She has developed a global health economics function, founded U.S. Medical Service, leads health economic and patient outcomes research, including research to demonstrate economic and clinical value of global pharmaceutical products and customer programs, and develops customer tools supporting quality improvement. Dr. Egbuonu-Davis has also worked with Lederle Laboratories, Eli Lilly and Company, and the Ohio State Department of Health. She received her B.S. from MIT, M.D. and M.P.H. from The Johns Hopkins University, and a M.B.A. from The Wharton School.

Barbara Frink, Ph.D., R.N., F.A.A.N. (2004)

Dr. Frink is currently an Enterprise Nurse Executive with Patient Care and ICU Systems, Cerner Corporation and a faculty associate at the Johns Hopkins University School of Nursing. She is currently a board member with the Pan American/World Health Organization and a board member and founder of the Center for Transformational Leadership in Health Care. She has done extensive research in the outcomes evaluation field, specifically health care delivery systems. During Dr. Frink's time with the Children's National Medical Center, she was involved in numerous pediatric research projects. Dr. Frink received her A.B. from Simmons College, her M.S. from Boston College Graduate School of Arts and Sciences, and her Ph.D. from the University of Pennsylvania.

Elena Fuentes-Afflick, M.D., M.P.H. (2004)

Dr. Fuentes-Afflick is currently an Associate Professor in Residence, University of California, San Francisco, California. She also serves as an affiliated faculty member, Institute for Health Policy Studies, UCSF, and the Department of Epidemiology and Biostatistics, UCSF. Dr. Fuentes-Afflick has done extensive research in pediatrics and diverse women populations including Latinos, Asians, and Mexican-origin Latina women. She received her B.S. and M.D. from the University of Michigan and a MPH from the University of California, Berkeley.

Arthur Garson, Jr., M.D., M.P.H. (2006)

Dr. Garson is currently the Dean and Vice President of the University of Virginia Medical School. Previously he was the Senior Vice President and Dean for Academic Operations, Baylor College of Medicine. He was also Professor of Pediatrics (Cardiology), Vice President of Texas Children's Hospital, Executive Director for the Institute for Child Health Services and Policy, Adjunct Professor of Administrative Science, Rice University, Jones School of Business Administration, and Adjunct Professor of Health Policy, University of Texas School of Public Health. Dr. Garson received his A.B. from Princeton University, his M.D. from Duke University, and his M.P.H. from the University of Texas School of Public Health.

The Honorable Newt Gingrich, Ph.D. (2005)

Dr. Gingrich is a Senior Fellow, American Enterprise Institute. He served as a Member of the U.S. House of Representatives from 1979-1999 and as Speaker of the U.S. House of Representatives from 1995-1999. Dr. Gingrich is a best selling author and lecturer. His research interests include health care, information technology, military, and politics. Dr. Gingrich received his B.A. from Emory University and his M.A. and Ph.D. from Tulane University.

Brent James, M.D. (2005)

Dr. James is the Executive Director, Institute for Health Care Delivery Research and Vice President, Medical Research and Executive Director of its Institute for Health Care Delivery Research which leads IHC's clinical improvement efforts. An interest in cancer led him to spend several years with the American College of Surgeons where he helped support the Commission on Cancer and designed and staffed the College's first in-house mainframe computer system. He later served as a biostatistician in the Eastern Cooperative Oncology Group while an assistant professor in the Department of Biostatistics at the Harvard School of Public Health. Dr. James received an undergraduate degree in Computer Science, a Master of Statistics degree, an M.D. degree, and training in general surgery from the University of Utah.

Jonathan Lord, M.D. (2005)

Dr. Lord is currently the Senior Vice President and Chief Clinical Strategy & Innovation Officer for Humana, Inc. Dr. Lord also serves as adjunct professor of family and community medicine at Dartmouth Medical School. Immediately prior to joining Humana, Dr. Lord was president of Health Dialog, an innovator of tools and services that enable people to better manage their health care. He also served as chief operating officer of the American Hospital Association. Dr. Lord received his B.S. in Chemisry, cum laude, from the University of Miami, and his M.D. from the University of Miami School of Medicine.

Dennis S. O'Leary, M.D. (2004)

Dr. O'Leary is President of the Joint Commission on Accreditation of Healthcare Organizations. Under his leadership for the last 15 years, the Joint Commission has successfully modernized its accreditation process to focus on the actual performance of individual health care organizations and to emphasize the use of measurement to drive continuous improvement in organization performance. Prior to joining the Joint Commission, Dr. O'Leary served as Dean for Clinical Affairs at the George Washington University Medical Center and Vice President of the George Washington University Health Plan. Dr. O'Leary earned his B.A. from Harvard College and his M.D. from Cornell University.

Mark Pauley, Ph.D. (2004)

Mark Pauley is currently the Chair, Department of Health Care Systems, The Wharton School. He is also Professor of Health Care Systems, Public Policy and Management, and Insurance and Risk Management, The Wharton School, Professor of Economics, School of Arts and Sciences, University of Pennsylvania, and a Senior Fellow, The Leonard Davis Institute of Health Economics. Dr. Pauley is a leading market economist in the nation, focused on how to make the competitive marketplace more efficient without resorting to regulation. He is recognized as one of the leading authorities on tax credits and the employer health insurance market. Dr. Pauley received is A.B. from Xavier University, his M.A. in Economics from the University of Delaware, and his Ph.D. in Economics from the University of Virginia.

Robert Waller, M.D. (2004)

Dr. Waller is President Emeritus of the Mayo Foundation. He was Mayo's President and Chief Executive Officer for 10 years and served on the Mayo Foundation Board of Trustees for 20 years. He is a professor of Opthalmology and chaired the Department of Opthalmology for 10 years. Dr. Waller received his B.A. from Duke University and his M.D. from the University of Tennessee College of Medicine.

Pamela Woods (2005)

Dr. Woods is currently the Chief Nursing Officer and Administrator of Children's Hospitals and Clinics at the University of New Mexico Health Sciences Center Hospitals and Clinics. She has responsibility for oversight of nursing practice and governance within the Health Sciences Center's Hospitals and Clinics. Prior to this position Dr. Woods was Executive Director of Quality Management at the University of New Mexico Health Sciences Center responsible for accountability of programs designed to ensure high quality and cost effective delivery of care that is integrated across the continuum for the largest health care education, research, and patient care institution in New Mexico. She received her Associate Degree in Nursing from the College of Santa Fe, a B.S. in Nursing from the Philip Y. Hahn School of Nursing, a B.B.A. and M.B.A. from the University of Phoenix, a M.S. in Nursing from the University of New Mexico, and a Ph.D. in Nursing from Duquesne University.
