SUBJECT: Donation of Federal Law Enforcement Canines

1. Purpose. This bulletin provides information on a new donation authority for law enforcement canines.

2. Background.

a. On July 18, 1997, President Clinton signed Public Law 105-27, Law Enforcement Canines--Donation To Handlers which added the following paragraph to section 203 of the Federal Property and Administrative Services Act of 1949, as amended:

"(r) The head of a Federal agency having control of a canine that has been used by a Federal agency in the performance of law enforcement duties, and that has been determined by the agency to be no longer needed for official purposes, may donate the canine to an individual who has experience handling canines in the performance of those duties."

b. This change became effective July 18, 1997.
