OPM Child Care Guide is Revised

The Guide for Implementing Child Care Legislation, a user-friendly tool to help agencies implement their child care tuition assistance program, has been revised.

Federal agencies, Federal employees, child care providers, and child care governing boards can use the Guide to learn about the legislation that permits agencies to spend appropriated funds to assist lower income employees with the costs of child care. This revision clarifies some of the implementation guidance published in the initial guide issued in March 2000.

The revised guide incorporates the provisions of Public Law 106-554, Sec. 633 extending the authority of the tuition assistance program through September 30, 2001. This provision permits agencies to use funds otherwise appropriated for salaries, and through a change in the provision, expense funds may now be used as well. Other changes to the Guide include:

  • Expanded program implementation steps addressing Dependent Care Assistance Program (DCAP) plans, including a sample plan;
  • payroll notification and handling of subsidies;
  • agency considerations for handling tax implications;
  • an expanded narrative comparing the Models for
  • determining tuition assistance eligibility; and
  • additional marketing tips.
