ETS FY 2003 Program Overview
In FY 2003, the Technology for a Sustainable
Environment (TSE) program has been combined with the
New Technologies for the Environment (NTE) program into
the 2003 Environmental Technologies and Systems (ETS) solicitation
of the NSF/EPA Partnership for Environmental Research.
Details of each program can be found in solicitation NSF
03-510.
ETS FY 2003 Program Synopsis
In this solicitation, NSF and EPA are offering
funds for fundamental and applied research in the physical and biological sciences and
engineering that will lead to environmentally-benign methods for industrial processing /
manufacturing; sustainable construction processes; and new science and technologies for
pollution sensing and remediation. The competition addresses technological
environmental issues of synthesis, processing, design, treatment, and energy conversion;
environmentally conscious construction and disaster management; and the production, use,
detection, and ultimate disposition of products in continuous and discrete manufacturing
industries as well as in construction industries and in the environment.
There are two parts to this avoidance competition. Together they are designed to address
pollution prevention, treatment, and remediation processes and methodologies. They
also support scientific and engineering research with potential long-term industrial and
/ or societal impacts. Under the Technology for a Sustainable Environment (TSE) part,
research proposals are invited that advance the discovery, development, and use of
innovative science and engineering approaches to avoid or minimize the generation of
pollutants at the source. In preventing pollution at its source, the life cycle of both
materials and energy can also be considered. Under the New Technologies for the Environment
(NTE) part, proposals are invited that explore the fundamentals of new technologies that
can be applied to environmental remediation, environmental sensing, and small drinking
water systems, where arsenic is a problem.
NEW ASPECTS of this year's NSF/EPA Solicitation include:
- Combination of TSE and NTE into one overall solicitation with two separate
deadlines,
- Inclusion of Sustainable Construction Processes in TSE
[Contact:
Miriam Heller, NSF, mheller@nsf.gov ]
- Inclusion of Breakthrough Control Systems for Energy Conversion or Transportation
Technologies under the Non-Reaction-Based Engineering portion of TSE
[Contact:
Paul Werbos, NSF, pwerbos@nsf.gov ]
- Inclusion of Environmental Sensing technologies in NTE
[Contacts:
Paul Werbos, NSF, pwerbos@nsf.gov
and
Nick Clesceri, NSF, nclesceri@nsf.gov ]
- Treatment Technologies for Arsenic in Small Drinking Water Systems added to NTE
[Contact: April Richards, EPA,
richards.april@epa.gov ]
NOTE: Prior to submitting proposals, we recommend that Principal Investigators
contact the relevant NSF Program Officer(s), via email, to determine the current degree of
interest in the technical or project area. These contact personnel are listed in each
of the
Technology for a Sustainable
Environment and
New Technologies for the
Environment program web pages. EPA generally does
not recommend these contacts prior to proposal submission.
ALSO NOTE: This solicitation calls for all proposals to have an Impact Statement
included in the Abstract, in addition to all relevancy comments in the Body of the
proposal. Any proposals that do not contain the Impact Statement will be returned
without review.
Proposal and Grant Summaries, and Award Grants

Questions ?
Please feel free to contact:
Dr. Robert Wellek <
rwellek@nsf.gov >, at NSF, and
Dr. Stephen Lingle <
lingle.stephen@epa.gov >, at EPA,
if you have any general questions concerning the
ETS Program.
Questions concerning
specific technical areas should be addressed to the appropriate
NSF Program Officer(s) listed in each of the respective TSE
and NTE programs.
EPA generally does not recommend these contacts prior to proposal
submission.
FastLane Submission Clarification
A
FastLane Advisory
has been posted (27 January 2003). The
FastLane Advisory
web page contains important answers to recent queries about Solicitation
NSF 03-510. It clarifies and summarizes current issues, comments, and other important information. The
FastLane Advisory
will be updated periodically, until the deadline closing date for
proposals in each of the two respective programs.
