Overview

Events in Europe, including the foot-and-mouth disease outbreak in Great Britain in 2001, have shown the devastating effects that can occur from even a slight delay in detecting a highly infectious animal disease agent in the livestock population. Plant diseases caused even more devastation in Europe in the 19th century, creating the Irish Potato Famine that caused the ancestors of many Americans to flee to the United States to avoid starvation. Avoiding such a plant or animal disease in our country during the 21st century will require a cooperative effort among the federal and state governments, our universities, and the public. CSREES provides funding and leadership to further this effort.

• The National Animal Health Laboratory Network (NAHLN) provides laboratory testing to animal producers who suspect their animals might be infected.
• The National Plant Diagnostic Network (NPDN) provides laboratory testing to those who cultivate ornamental plants commercially and privately.
• The Regional Integrated Pest Management Centers lead land-grant university extension efforts that provide information on insect, disease, and weedy pests.
• CSREES provides access to the CAB International Animal Health and Production Compendium to faculty and staff of land-grant colleges and universities.
• CSREES supports the Extension Disaster Education Network (EDEN), which links disaster preparedness and recovery information to the public and to educators.
• Food Animal Residue Avoidance Databank scientists have developed and standardized methods to interpret and compare complex raw chemical and biochemical data.

Partnerships

• APHIS Plant Protection and Quarantine Division and CSREES work to ensure that federal and state regulatory efforts are matched with efforts of the NPDN.
• APHIS Veterinary Services Division and CSREES work jointly to ensure that federal and state regulatory efforts are well matched with efforts of the NAHLN.
• The National Agricultural Pest Information System, located at Purdue University, is the central repository for archiving select data collected from the NPDN.

Selected Results and Impacts

• The National Plant Diagnostic Network (NPDN), funded by CSREES, consists of five plant diagnostic laboratories.
• CSREES has funded and provided leadership to set up 13 animal diagnostic laboratories through the National Animal Health Laboratory Network (NAHLN).
