Computer Emergency Response Team

(DOJCERT)

Background

There has been an increase in the number of computer attacks against both government and private organizations, regardless of whether the systems are high or low profile.  These attacks have emphasized organizations' increased vulnerability to intrusion.  Attacks from intruders can be accidental or malicious, and as we expand our reliance on network technology, these attacks can cause a significant interruption in our business processes.  The effects of these intrusions can range from embarrassment, the inability to function, or even the loss of human life.  According to the Computer Security Institute (CSI), there are three main types of threats:  unauthorized access, disclosure of information, and denial of service.

The Department of Justice (DOJ) has recognized the need to establish a DOJ Computer Emergency Response Team (DOJCERT) to assist component organizations with incident handling and resolution.  DOJCERT is an enterprise-wide, centralized incident response team providing multi-disciplinary response support for DOJ components.  Disciplines supported for security incidents include technology, human resources, legal, security protection, public affairs, auditing, analysis, and congressional liaison.

Support Capabilities

DOJCERT supports:
–Analysis and assessment of incident data and dissemination alerts
–Formation of Incident Response Teams to assist DOJ components with incidents
–Effective communication between DOJCERT and lower level Component CERTs and local CERTs
–Consistent and current policies, procedures, and processes of documentation
–Integration of information from penetration testing and information sharing to maximize efficiency
