IN THE SENATE OF THE UNITED STATES

Mrs. CLINTON (for herself, Mr. SCHUMER, Mrs. FEINSTEIN, Ms. LANDRIEU, Mrs. MURRAY, Ms. CANTWELL, and Ms. COLLINS) introduced the following bill; which was read twice and referred to the Committee on Energy and Natural Resources

A BILL

To authorize the Secretary of the Interior to establish the Votes for Women History Trail in the State of New York.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Votes for Women History Trail Act of 2003'.

SEC. 2. ESTABLISHMENT OF VOTES FOR WOMEN HISTORY TRAIL.

`SEC. 1602. VOTES FOR WOMEN HISTORY TRAIL.

`(a) FINDINGS- Congress finds that--

`(1) the women's rights movement is one of the greatest protest traditions in the history of the United States; and

`(2) there is an opportunity for the Women's Rights National Historical Park in Seneca Falls and Waterloo, New York, in partnership with properties that are historically and thematically related to the women's suffrage movement located in the corridor between Syracuse and Rochester, New York, to tell the story of the 72-year fight for women's suffrage.

`(b) DEFINITIONS-

`(1) PARK- The term `Park' means the Women's Rights National Historical Park located in Seneca Falls and Waterloo, New York.

`(2) STATE- The term `State' means the State of New York.

`(3) TRAIL- The term `Trail' means the Votes for Women History Trail established under subsection (c).

`(c) ESTABLISHMENT OF TRAIL- The Secretary shall establish an automobile tour route, to be known as the `Votes for Women History Trail', to link properties in the State that are historically and thematically related to the struggle for women's suffrage.

`(d) ADMINISTRATION- The Secretary shall administer the Trail through the Park.

`(e) ACTIVITIES- To facilitate the establishment of the Trail and the dissemination of information relating to the Trail, the Secretary shall--

`(1) produce and disseminate appropriate educational materials relating to the Trail, such as--

`(A) handbooks;

`(B) maps;

`(C) exhibits;

`(D) signs;

`(E) interpretive guides; and

`(F) electronic information;

`(2) coordinate, in partnership with properties designated as official stops under subsection (f), other Federal agencies, and State and local governments, the management, planning, and standards of the Trail; and

`(3)(A) create and adopt an official, uniform symbol or device to mark the Trail; and

`(B) issue guidelines for the use of the symbol or device.

`(f) DESIGNATED STOPS- The Secretary may, subject to the consent of the owner of the property or facility, designate as an official stop on the Trail--

`(1) a unit or program of the Park that relates to the struggle for women's suffrage;

`(2) a Federal, State, local, or privately owned property that has a verifiable connection to the struggle for women's suffrage, as determined by the Secretary; and

`(3) an educational, commemorative, research, or interpretive facility or program that is directly related to the struggle for women's suffrage, as determined by the Secretary.

`(g) COOPERATIVE AGREEMENTS AND MEMORANDA OF UNDERSTANDING- To facilitate the establishment of the Trail and to ensure the effective coordination of the Federal and non-Federal properties designated as official stops under subsection (f), the Secretary may enter into cooperative agreements and memoranda of understanding with, and provide technical and financial assistance to, other Federal agencies, the State, units of local government, regional governmental bodies, and private entities.

`(h) AUTHORIZATION OF APPROPRIATIONS-

`(1) IN GENERAL- There is authorized to be appropriated to the Secretary to provide financial assistance under subsection (g) $250,000 for each of fiscal years 2004 through 2008.

`(2) SUBSEQUENT AUTHORIZATIONS- To the extent that any amount authorized to be appropriated under this subsection for any fiscal year is not appropriated for the fiscal year, the amount is authorized to be appropriated in any subsequent fiscal year.'.
