Summary - Creates the Arkansas Health Care Trust Fund through a 13% cigarette tax. Requires that 6.8175% of the fund be disbursed to the Breast Cancer Control Fund. These monies may be used as a state match for the federal Breast and Cervical Cancer Treatment Act.
