GSA's "Office of the Controller" under the Chief Financial Officer (CFO) provides a wide range of personnel, management, and administrative support services for various General, Management and Administration (GM&A) offices. The Controller also has responsibility for a number of nationwide management programs which include audit resolution and followup; internal management controls, internal physical security, nationwide budget execution activities the internal program, and manages the working capital fund, and policy and operations appropriation for GM&A.

Each GSA service - FSS, FTS, and PBS - has a Controller who is the Funds Manager for that organization and who is responsible for providing the organization’s overall financial management and administrative support. The Office of the Controller, Office of the Chief Financial Officer, is the funds manager for the Central Office Staff Offices (except for the CIC and OIG) and their regional counterparts. Collectively, the Staff Office accounts are known as General Management and Administration (GM&A). As GM&A Funds Manager, the Controller oversees all financial management activities for their diverse programs and operations.
