The Office of Management and Communications (OMAC) is a service
and support organization that specializes in administrative
and technical problem solving, communicating CVM programs to
its customers, and advocating the CVM mission's needs. There
are five staffs within OMAC: Program Planning and Evaluation,
Communications, Administrative Management, Systems Support,
and Data Applications. OMAC is responsible for the following
functions:
Program Planning and Evaluation

Coordinates Center participation in the Agency's planning
process including preparation of the Center's Operational
Plan.

Plans, coordinates, and conducts program evaluations and
surveys, making recommendations to Center managers based
on findings.

Prepares the Centers annual budget estimates for
inclusion into the Agency Congressional Budget Submission.
This includes all phases of budget analysis, formulation
and presentation.

Conducts Agency and OMB required reviews and analysis and
presents summary of findings to management officials. Coordinates
the preparation of responses to audits and investigations
by the Office of the Inspector General and the General Accounting
Office.

Provides consultation and administrative support in the
area of program planning.

Prepares responses for Congressional appropriation committee
inquiries, performance planning and evaluation, and budget
summaries.
Communications
-
Coordinates requests and activities pertaining to the Freedom
of Information Act and the Privacy Act.

Prepares and maintains the Center Policy and Procedures
Manual and other procedural guides.

Plans, develops, implements, and monitors information and
education projects conducted through the media, FDA's public
affairs specialists, FDA's small business representatives,
and other government and non-government organizations.

Develops, produces, and publishes a bimonthly subscription
newsletter (FDA Veterinarian).

Provides editorial consultation to all CVM staff, and produces
manuscripts, articles, and speeches for Center officials,
ensuring consistency of information and policy interpretation.

Does searches of technical publications to gather scientific
information.

Manages Center exhibit program.
-
Manages the CVM Home Page.

Conducts Quality of Work Life activities.
Administrative Management
-
Serves as the focal point for personnel management functions,
as well as for the training and career development activities
in the Center.

Provides support for administrative management functions,
i.e., safety, space, property, and travel.
-
Provides personnel services to CVM employees and managers,
including classification, staffing, and pay setting.
-
Coordinates special emphasis programs, i.e., flexiplace,
work-at-home program, voluntary leave program, etc.
-
Represents Center management with the National Treasury
Employees Union (NTEU).

Directs Center financial management activities, monitors
budget execution, forecasts Center manpower requirements
and prepares relevant management and development proposals.

Provides consultation and administrative support in the
areas of financial management and procurement.
Systems Support
-
Provides CVM computer Help Desk support.
-
Implements and maintains network infrastructure.
-
Provides leadership to the CVM Computer Coordinating Committee
which oversees Center computer issues.

Installs and supports user workstations.
-
Develops and provides computer training and manages computer
training room.

Operates the CVM Computer Center.
-
Coordinates with other FDA Centers on the implementation
of FDA Computer Initiatives.
Data Applications
-
Develops, implements, and maintains Oracle database applications.
-
Provides support for the CVM applications STARS, DERS,
FAS, Logsystem, and FOI.

Develops, implements, and maintains the CVM Home Page on
the Internet.
-
Coordinates the implementation of Agency strategic systems
such as EASE, FACTS, and Coho at CVM.
-
Extracts information from CVM databases and prepares material
to respond to Congressional appropriation committee inquiries,
tracks progress related to performance planning and evaluation,
and develops budget summaries.
