Foreword

GSA is pleased to issue this Customer Guide to Relocation Policy for Executive Branch Agencies. It contains valuable information that can be used by all government relocation professionals, as a Guide, as this is not a regulatory document. This guide is meant to expound on the Federal Travel Regulation (FTR) through suggestions for creating better agency programs.

GSA developed this Guide to complement Chapter 302 - Relocation Allowances of the FTR to provide an easy-to-understand set of options that would enable a federal agency to think about and more effectively utilize the FTR when relocating its employees. In making these relocation best practices recommendations, GSA was careful to ensure that these are practices that are not limited by statute or regulation and can be implemented immediately by the agencies.
