The Office of Technology strengthens and expands the competitiveness of U. S. small high technology research and development businesses in the federal marketplace. We also assist in achieving the commercialization of the results of both the federal research and development programs mandated by the Small Business Innovation Development Act of 1982, the Small Business Research and Development Enhancement Act of 1992, and the Small Business Innovation Research Program Reauthorization Act of 2000.
We carry out our mission through the following programs and initiatives:
The Office of Technology promotes federal small business high technology programs to improve the competitive capability of small research and development businesses with particular emphasis on emerging and under served small firms. It encourages state-of-the-market technology training, technology information exchange, and outreach on federal technology programs. It also encourages private and public resource support for the commercialization of federal R & D efforts. It promotes outreach activities to introduce women- and minority-owned small businesses to the advantages of competing for federal
R & D projects. The office also hosts the annual Tibbetts Awards. The award recognizes SBIR recipients who have excelled in the research and development arena. These companies or individuals are nominated by their peers, federal officials, or Congressional members to receive this prestigious award.
The Office of Technology also awards SBIR Rural Outreach grants to a core group of states based on the underserved criteria determined by Congress (P.L. 105-35). The initiative will broaden the geographical distribution of awards made through the Small Business Innovative Research (SBIR) Program. Awards for technical assistance and outreach can range up to $100,000. States and territories can receive $2 of federal funding for each $1 of nonfederal matching funds they invest in the effort. The following states and territories participate in the Rural Outreach program: Alaska, Delaware, District of Columbia, Idaho, Indiana, Iowa, Kentucky, Louisiana, Maine, Mississippi, Missouri, Montana, Nebraska, Nevada, North Dakota, Puerto Rico, Rhode Island, South Carolina, South Dakota, Vermont, West Virginia, and Wyoming.
As a result of the Small Business Innovation Research Program Reauthorization Act of 2000, the Office of Technology established the Federal and State Technology Partnership program or FAST. The purpose of the FAST program is to strengthen the technological competitiveness of small business concerns in states. All 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, Guam and the American Samoa are eligible to participate in the FAST program. FAST is a competitive grant program that allows each state to receive funding to provide an array of services in support of the SBIR program. Any individual, organization, or entity in a state is eligible to participate in the FAST program.
