EMWIN BECOMING A REALITY IN
CENTRAL ILLINOIS
The National Weather Service and Central Illinois's emergency
managers continue to strengthen their partnership to help protect lives and save property faced by the threat of severe weather. EMWIN is now transmitting across parts of central Illinois thanks in large part to the Central Illinois Multi-County Weather Net Group, Ragan Communications, Ulrich Tower Service and the Woodford and Peoria County Emergency Service and Disaster Agencies.

The EMWIN satellite downlink and retransmission sight will be at the Germantown Hills State Police Headquarters off of Route 116, just east of Peoria. The Illinois State Police has given approval for the use of of their facility and tower with emergency power available to the system. The signal will be retransmitted on 148.6375 MHz with 100 watts of effective radiated  power (antenna is 100 feet in height) to cover Peoria, Tazewell, Woodford, and most of Fulton, McLean and Marshall counties from this sight (approximately 60 mile radius - see map 53k). Stations on the fringe of this "effective range' may need an outside vertical or directional antenna to capture the signal. Baud Rate is 1200 bps on a frequency of 148.6385 MHz.

Some of the advantages of EMWIN includes real time prioritized text messages of all watches, warnings and forecast data. Anyone can "localize" the software for their own particular needs. The EMWIN applications will run in the background on a PC and can be set to trigger auduble and or visual alarms. In addition, there will be the capability to display graphical data, including radar data. Most importantly, EMWIN is quite inexpensive. The initial cost for a user will be from $100 to $200 with no further costs or monthly fees.
