Office of Civil Rights
The Office of Civil Rights (OCR) is responsible for (1) developing civil rights rules, regulations and policies to assure compliance with Federal anti-discrimination laws; (2) providing training and technical assistance to bureaus and offices in support of civil rights enforcement activities; (3) ensuring nondiscrimination in programs and activities receiving Federal financial assistance from the Department (currently over two billion dollars); (4) processing incoming civil rights complaints; and (5) representing the Department in matters involving other Federal agencies and State and local governments with respect to civil rights issues affecting the Department.

OCR is also responsible for adjudicating complaints of employment discrimination and providing policy leadership and direction throughout the Department on the prevention, resolution and elimination of discrimination.

OCR is delegated the responsibility for policy development, procedural guidance, program direction, and implementation and evaluation of all equal opportunity and civil rights programs and activities related to the Department of the Interior's equal access and diversity initiatives.  These programs are mandated by various Federal nondiscrimination laws, Executive Orders and Management Directives.
Office of Human Resources
The Office of Human Resources has a critical role in developing and maintaining the effective workforce needed to accomplish the Department's mission.

The overall goal of the Office of Human Resources is to assist in building and deploying an effective, diverse, and highly functioning workforce.  This goal is accomplished through policy development, implementation, evaluation and oversight; strategic Human Capital planning; system modernization; and career management.

The Office of Human Resources also develops, implements and evlauates Departmental policies and programs for a broad range of human resource issues, including employment, compensation, labor and employee relations, performance management, workforce development, and excecutive resources. 
Office of Occupational Health and Safety
This Office underscores the importance of the safety and health of the Department's over 70,000 employees. The functions of the Office that have been part of the Office of Managing Risk and Public Safety are to be transferreed into this office. The Deputy Chief Human Capital Officer will be the Department's Designated Agency Safety and Health Official.
