Wholesale Electric (Bulk Power) Trade Database

This is an electric wholesale trade (cost, revenue, and megawatthour) and transmission data (only in the 1992 and 1994 files) file. These files are "self-extracting compressed" files that contain electric wholesale trade (cost, revenue, and megawatthour) and transmission data (only in the 1992 and 1994 files). These files represent the collection of data from surveys submitted to the Federal Government; they cover the electric wholesale power segment of the electric utility industry. The processed wholesale trade data represent yearly aggregates of the individual categories of trade for each electric utility by trading partner.

Data includes: purchased power, sales for resale, exchanges, and transmission for and by others (wheeling). For 1992 only, transmission line data are available for individual public and investor-owned electric utilities. Line transformer and watthour meter information are only available for major investor-owned electric utilities. It should be noted that the coverage of the electric power industry by these survey forms is not the same. Not all survey forms have the same categories or represent a complete universe.

Data sources include: the Energy Information Administration (EIA) Form EIA-412, "Annual Report of Public Electric Utilities," Form EIA-861, "Annual Electric Utility Report," the Office of Fossil Energy (FE), Department of Energy, Form FE-781R, "Annual Report of International Electrical Export/Import Data," the Federal Energy Regulatory Commission(FERC) forms referenced as the FERC Form 1, "Annual Report of Major Electric Utilities, Licensees and Others," FERC Form 1-F, "Annual Report of Nonmajor Public Utilities and Licensees," the Rural Utilities Service (formerly, the Rural Electrification Administration) Department of Agriculture, REA Form 7, "Financial and Statistical Report of Electric Distribution Borrowers," and REA Form 12a through 12i, "Electric Power Supply Borrowers," and REA Form 12c through 12g, "Electric Distribution Borrowers with Generating Facilities."

The data are compressed into a self-extracting zip (.exe) file. The self-extracting zip file expands into several files that are in fixed column format and can be read by a database package. Also included is an ASCII layout file for the wholesale trade data. For 1992, there are several ASCII layout files covering each of the transmission files. These files have the prefix "FS" starting the file name; the form number and survey page reference identify the particular file. Examples of this are "F1" means FERC Form 1 and "F412" means Form EIA-412. To expand the self-extracting zip file, type ETRADyy.EXE* from a DOS window or double click on the file name from either File Manager in Windows 3x or Windows Explorer in either Windows 95, Windows 98, Windows 2000, XP, or ME. Or, click Start, then Run, then select name of .EXE file to open, then "OK."

There are some electric utilities that file with more than one Federal agency. A list of the duplications by year is found in the ASCII file titled, DUPFILE. The user is given a choice in which form to use. There are major difference in the type and and amount of information available from the different forms. EIA publications use the ownership code and form codes usually associated with that class of ownership (investor-owned and FERC Form 1 and 1-F).
