Statement by the Press Secretary

On Friday, December 19, 2003, the President signed into law:

H.R. 100, the "Servicemembers Civil Relief Act," an Act to restate, clarify, and revise the Soldiers' and Sailors' Civil Relief Act of 1940.

H.R. 622, an Act to provide for the exchange of certain lands in the Coconino and Tonto National Forests in Arizona, and for other purposes.

H.R. 1006, the "Captive Wildlife Safety Act," an Act to amend the Lacey Act Amendments of 1981 to further the conservation of certain wildlife species.

H.R. 1012, an Act to establish the Carter G. Woodson Home National Historic Site in the District of Columbia, and for other purposes.

H.R. 2620, the "Trafficking Victims Protection Reauthorization Act of 2003," an Act to authorize appropriations for fiscal years 2004 and 2005 for the Trafficking Victims Protection Act of 2000, and for other purposes.

S. 686, the "Poison Control Center Enhancement and Awareness Act Amendments of 2003," an Act to provide assistance for poison prevention and to stabilize the funding of regional poison control centers.

S. 1680, the "Defense Production Act Reauthorization of 2003," an Act to reauthorize the Defense Production Act of 1950, and for other purposes.

S. 1683, the "Federal Law Enforcement Pay Benefits Parity Act of 2003," an Act to provide for a report on the parity of pay and benefits among Federal law enforcement officers and to establish an exchange program between Federal law enforcement employees and State and local law enforcement employees.

S. 1929, the "Mental Health Parity Reauthorization Act of 2003," an Act to amend the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to extend the mental health benefits parity provisions for an additional year.

S. 1947, the "Preserving Independence of Financial Institution Examinations Act of 2003," an Act to prohibit the offer of credit by a financial institution to a financial institution examiner, and for other purposes.
