WALLACE FUNG NAMED CMS CHIEF TECHNOLOGY OFFICER

CMS Administrator Tom Scully today announced the appointment of Wallace Fung, an expert in computer system modernization, security and operation, as the Chief Technology Officer for the Centers for Medicare & Medicaid Services (CMS).

 

Mr. Fung, a 30-year career employee in the federal government, served 17 years at the Department of Defense as the program manager for various technology initiatives, three years at the U.S. Information Agency and 10 years at the Department of the Treasury.   

 

  Before coming to CMS, Mr. Fung was the Internal Revenue Service’s Deputy Director for Modernization Security.  Prior to that, he was Deputy Chief Information Officer for Treasury’s Financial Management Service, where he spent more than seven years modernizing FMS’ technology infrastructure which provides government-wide payments and accounting operations. 

 

“Mr. Fung will help guide CMS through the technological evolution to a modern information services environment,” Mr. Scully said.  “He has the technical and leadership skills to support key CMS initiatives including contractor reform and the HealthCare Integrated General Ledger Accounting System.”

 

Mr. Fung works in CMS’ Office of Information Services which maintains the CMS data infrastructure for the Medicare and Medicaid programs.  The office provides connectivity, data maintenance and dissemination, and technical assistance to internal and external data users.

 

As the agency’s first Chief Technology Officer, Mr. Fung will focus on systems architecture, tools, system security and networks. His responsibilities will include ensuring the optimization of CMS’ investments in information technology and enhancing the cost-effective delivery of services to beneficiaries.

 

A native of Shanghai, China, Mr. Fung grew up in the San Francisco Bay area and is currently a resident of Silver Spring, Md.  He received a bachelor’s degree in 1969 and a master’s degree in 1970, both in engineering, and a master’s degree in business administration in 1972, all from the University of California at Berkeley.
