Design and Construction A Key to Community: Client Success
in the Urban Development Program

As a federal agency, GSA has a responsibility not only to its federal agency customers but also to the 2,000 American communities where it does business. GSA’s Urban Development/Good Neighbor program supports this commitment. As GSA works to provide the best space and service to its client agencies, it must find ways for its actions to benefit local improvement efforts as well.  

GSA seeks “multiple returns” for its actions by:

  • Locating and designing new facilities in ways that support community goals;
  • Collaborating with clients and communities to improve existing GSA properties and their surroundings; and
  • Managing federal facilities to be secure but also open, active, and welcoming to the public.

GSA has found that learning from successful projects is the most effective way to achieve returns that are meaningful to clients and communities. The recently completed IRS complex in Ogden, Utah, is a great example of what can be accomplished with strong collaboration and good planning.
