Southeast Sunbelt (4) Regional Office of Small Business Utilization

Every federal agency is required by the Small Business Act of 1953, as amended by Public Law 95-507, to establish an office that reports to and advises the head of the agency on the implementation functions under this act.   The Regional Office of Small Business Utilization (ROSBU) is GSA’s response to that requirement and is responsible for the scope of small business programs mandated by this law. 

The ROSBU is GSA’s regional small business advocate and should be one of the first points of contact for any small business interested in doing business with GSA. ROSBU provides a staff with trained business development specialists who can:

  • provide information about various government contract and procurement preference programs.
  • provide general business counseling and marketing advice concerning current bidding opportunities with GSA.
  • explain how to access and navigate Federal Business Opportunities (FedBizOpps, an electronic posting system).
  • monitors regional contracting programs and goals to ensure that small businesses are included in prime contract awards and subcontracting opportunities.
  • develops and administers small business programs and special initiatives designed to nurture business opportunities and promote business growth.
  • has aggressive and proactive outreach programs which make it possible for the small business community to network with key contracting experts and be counseled on the contracting and procurement process.
