      The USCG Integrated Support Command Kodiak wastewater treatment plant is located on the northeastern coast of Kodiak Island on St. Paul’s Harbor near the mouth of Women’s Bay. The facility provides secondary treatment of wastewater from homes and workplaces on the Coast Guard property as well as on the adjacent airport property. It also receives about ten percent of its flow from the Coast Guard landfill and a smaller amount from the Liquid Oily Waste System located on the base. The proposed NPDES permit authorizes the discharge of wastewater about 13 feet below mean low low water about 1300 feet from shore in St. Paul Harbor.

2. Tentative Determination
      The Region 10 Office of the Environmental Protection Agency (EPA) has tentatively determined to reissue this discharge permit to the above listed applicant.

3. State Certification
      This Notice will also serve as Public Notice of the intent of the State of Alaska, Department of Environmental Conservation to consider certifying that the subject discharge will comply with the applicable provisions of Sections 208(e), 301, 302, 303, 306 and 307 of the Clean Water Act. The NPDES permit will not be issued until the certification requirements of Section 401 have been met.

4. State Determination of Consistency with the Alaska Coastal Management Program
      EPA requests the State of Alaska Department of Natural Resources, Office of Project Management and Permitting (DNR/OPMP) to review this action for consistency with the Alaska Coastal Management Program. DNR/OPMP intends to conduct such a review. For more information on the consistency review process and the comment deadline, or to submit comments, please contact DNR/OPMP at the address below or at (907) 269-7470. 5. Public Comments
      Public Comments on Draft Permit Persons wishing to comment on the tentative determinations contained in the draft permit or wishing to request that a public hearing be held, may do so in writing or, by e-mail to wilson.sharon@epa.gov, within 30 days of the date of this public notice. A request for a public hearing shall state the nature of the issues to be raised as well as the requester's name, address, and telephone number.
      Comments must be received within the 30-day comment period in order to be considered in the formulation of final determinations regarding the applications. All comments should include the name, address and telephone number of the commenter and a concise statement of the exact basis of any comment and the relevant facts upon which it is based. All written comments and requests must be submitted to EPA at the above address to the attention of the Director, Office of Water and Watersheds.
      Public Comments on State Certification. Persons wishing to comment on State Certification should submit written comments within the comment period to Alaska Department of Environmental Conservation, 555 Cordova Street, Anchorage, AK 99501..
