Week of December 15

EPA issued NPDES permits for City of Unalaska and Cook Inlet Pipeline Co. (Drift River Terminal) in Alaska. These permits are effective February 1, 2004-February 1, 2009.

Public comment period ends on January 19, 2003 on EPA's proposal to issue a NPDES permit for Viola Water and Sewer District in Idaho.

EPA reissued the a NPDES permit to City of Toppenish in Washington, effective 11/25/2003-11/25/2008.

EPA issued a Unilateral Administrative Order to Teck Cominco Metals of Trail, British Columbia, Canada, on December 11, 2003.

The Five-Star Restoration Challenge Grant Program is currently soliciting applications on a competitive basis from to any public or private entity to support community-based wetland, riparian and coastal habitat restoration projects that build diverse partnerships and foster local natural resource stewardship through education, outreach and training activities. Several agencies including EPA are sponsoring this program and applications are due by March 1, 2004.

EPA approved Washington Department of Ecology's Total Maximum Daily Loads (TMDLs) for dissolved gas and ammonia in the Colville River Watershed in Washington on October 24, 2003.

EPA approved Idaho Department of Environmental Quality's Total Maximum Daily Loads (TMDLs) for sediment and bacteria for Bissel Creek in Idaho on October 24, 2003.

Public comment period ends on November 28, 2003 on EPA's proposal to reissue a NPDES permit for Cook Inlet Pipeline (Drift River Terminal) to discharge treated ballast water and sanitary and domestic wastewater discharges in Alaska.

Public comment period ends on December 4, 2003 on EPA's proposal to reissue a NPDES permit for the City of Wapato to discharge pollutants from its municipal sewage treatment facility in Washington.

Week of October 21

Proposals due by December 18, 2003 for Regional Geographic Initiative (RGI) grants. The grants fund broad based, cooperative efforts to address environmental problems at the local level. Assistance under RGI is generally available to public or private nonprofit institutions including States, Indian Tribes, universities and colleges, other public or private nonprofit institutions such as watershed councils, and in some instances, profit makers, in Alaska, Idaho, Oregon and Washington. Typically, the grants range from $5,000 to $50,000. This year, proposals will be given extra points if they support development of improved, cost effective monitoring and assessment tools and methods, and/or are designed with effective coordination and/or collaboration with key agencies and monitoring entities in order to maximize use of monitoring resources.

Week of October 6

Governors and tribal leaders invited to nominate projects for EPA watershed grants by January 15, 2003. The focus should be on approaches aimed to provide quick, measurable environmental results, partnerships, innovation, and program integration. Another focus is on market-based approaches and other socio-economic strategies.

Week of September 29

EPA approved Washington Department of Ecology's Total Maximum Daily Loads (TMDLs) for total dissolved gas in the lower Snake River in Washington on September 30, 2003.

EPA approved eight Idaho Department of Environmental Quality's Total Maximum Daily Loads (TMDLs) for nutrients and sediment for the Brownlee Reservoir (Weiser Flat) Subbasin in Idaho on September 30, 2003.

Week of September 22

On September 26, 2003, EPA approved Idaho Department of Environmental Quality's Total Maximum Daily Loads (TMDLs) for nutrients in Moody Creek and temperature in Fox Creek and Spring Creek in Idaho.

Public comment period ends on November 10, 2003 on EPA's proposal to issue two proposed NPDES General Permits for Small Sewage Treatment Plants in Alaska, one for those discharging to fresh water and one for those discharging to marine water.

On August 20, 2003, EPA approved Oregon Department of Environmental Quality's Total Maximum Daily Loads for bacteria and temperature in the North Coast Subbasins in Oregon.

On August 11, 2003, EPA approved Washington Department of Ecology's Total Maximum Daily Loads for sediment and temperature in Upper White Watershed in Washington.

Water Quality Trading Assessment Handbook, newly developed by EPA Region 10, provides a structured, informal assessment of water quality trading opportunities through looking at the environmental, economic, and technical factors in a watershed that influence the ability to create a water quality trading market.

EPA issues NPDES permit to Arctic Whitney in Nome, Alaska to discharge pollutants to the Norton Sound, Alaska, effective August 1, 2003 to August 1, 2008.

EPA announces the availability of a new video, titled "Our Water Our Future: Saving Our Tribal Life Force Together" that documents the successful adoption of water quality standards on Native American reservations, including the Confederated Tribes of the Chehalis Reservation in Washington.

Week of June 23

On June 23, 2003, EPA approved Idaho Department of Environmental Quality's addendum to the Total Maximum Daily Loads for sediment and temperature in the Priest River Subbasin.

EPA issues NPDES permit to City of Puyallup Wastewater Treatment Plant in Washington, effective 8/1/03-6/24/08.

Idaho Department of Environmental Quality, EPA and Nez Perce Tribe are seeking public review on the South Fork Clearwater River watershed's assessment and TMDL. Comments due by July 15, 2003.

Week of May 26

EPA proposes reissuance of 13 proposed NPDES Permits for the following permittees for their wastewater treatment facilities: City of Riggins, Slate Creek Ranger Station , Fenn Ranger Station, City of Cascade, City of Horseshoe Bend, City of Worley, City of Orofino, Ahsahka Water and Sewer District, Clarkia Water and Sewer District, City of Fairfield, City of Glenns Ferry, City of Grace, and City of Ririe. Comments due by June 27, 2003.

On April 22, 2003, EPA Region 10 approved the Surface Water Quality Standards of the Spokane Tribe (pdf file, 65k).

This is the 6th tribe in Region 10 to have Clean Water Act - approved water quality standards in place. The other tribes with standards are: Colville, Puyallup, Chehalis, Umatilla, and Warm Springs.

• On April 28, 2003, EPA Region 10 issued its final Guidance for Pacific Northwest State and Tribal Temperature Water Quality Standards

• EPA proposes to reissue the NPDES permit to Arctic Whitney, Inc. in Nome, Alaska to discharge pollutants to Norton Sound. Public comment period ends on May 27, 2003.
• EPA proposes to reissue the NPDES permit to Alyeska Pipeline Service Company to discharge pollutants from the Valdez Marine Terminal in Valdez, Alaska. Public comment period ends on June 9, 2003.

• Watershed Funding Workshops are being held in Oregon

• On March 27, 2003, EPA issued NPDES permit to City of McCall in Idaho. This permit is effective from May 1, 2003 through April 30, 2008.
• EPA proposes to modify the NPDES (discharge) permit to Teck Cominco Alaska Inc. (Red Dog Mine). Public comment period ends on May 14, 2003.
• On March 24, 2003, EPA approved Oregon's 2002 303(d) list of impaired waters (which do not meet Oregon's water quality standards.

Week of March 17, 2003

• On March 19, 2003, EPA approved Idaho Department of Environmental Quality's sediment TMDL for Challis Creek in the Upper Salmon Subbasin.
• Comment Period on the Draft Pogo Mine Environmental Impact Statement (EIS) Ends May 13, 2003. Public hearings will be held in Alaska on April 29 and April 30, 2003.

• The regional conference Getting it Done: The Role of TMDL Implementation in Watershed Restoration will be held on October 29-30, 2003, at the Dolce Skamania Lodge in Stevenson, Washington. A pre-conference workshop on TMDL basics is also planned. The conference is sponsored by the Cooperative Research, Education and Extension Service Pacific Northwest Regional Water Quality Program. A Call for Presentations and Posters will be issued in March, 2003.
