EPA issued NPDES permits for City of Unalaska and Cook Inlet Pipeline Co. (Drift River Terminal) in Alaska. These permits are effective February 1, 2004-February 1, 2009.

EPA approved Washington Department of Ecology's Total Maximum Daily Loads (TMDLs) for dissolved gas and ammonia in the Colville River Watershed in Washington on October 24, 2003.
EPA approved Idaho Department of Environmental Quality's Total Maximum Daily Loads (TMDLs) for sediment and bacteria for Bissel Creek in Idaho on October 24, 2003.
Public comment period ends on November 28, 2003 on EPA's proposal to reissue a NPDES permit for Cook Inlet Pipeline (Drift River Terminal) to discharge treated ballast water and sanitary and domestic wastewater discharges in Alaska.
Public comment period ends on December 4, 2003 on EPA's proposal to reissue a NPDES permit for the City of Wapato to discharge pollutants from its municipal sewage treatment facility in Washington.
Week of October 21
Proposals due by December 18, 2003 for Regional Geographic Initiative (RGI) grants. The grants fund broad based, cooperative efforts to address environmental problems at the local level. Assistance under RGI is generally available to public or private nonprofit institutions including States, Indian Tribes, universities and colleges, other public or private nonprofit institutions such as watershed councils, and in some instances, profit makers, in Alaska, Idaho, Oregon and Washington. Typically, the grants range from $5,000 to $50,000. This year, proposals will be given extra points if they support development of improved, cost effective monitoring and assessment tools and methods, and/or are designed with effective coordination and/or collaboration with key agencies and monitoring entities in order to maximize use of monitoring resources.

EPA approved eight Idaho Department of Environmental Quality's Total Maximum Daily Loads (TMDLs) for nutrients and sediment for the Brownlee Reservoir (Weiser Flat) Subbasin in Idaho on September 30, 2003.

On September 26, 2003, EPA approved Idaho Department of Environmental Quality's Total Maximum Daily Loads (TMDLs) for nutrients in Moody Creek and temperature in Fox Creek and Spring Creek in Idaho.
Public comment period ends on November 10, 2003 on EPA's proposal to issue two proposed NPDES General Permits for Small Sewage Treatment Plants in Alaska, one for those discharging to fresh water and one for those discharging to marine water.

Water Quality Trading Assessment Handbook, newly developed by EPA Region 10, provides a structured, informal assessment of water quality trading opportunities through looking at the environmental, economic, and technical factors in a watershed that influence the ability to create a water quality trading market.

EPA proposes reissuance of 13 proposed NPDES Permits for the following permittees for their wastewater treatment facilities: City of Riggins, Slate Creek Ranger Station , Fenn Ranger Station, City of Cascade, City of Horseshoe Bend, City of Worley, City of Orofino, Ahsahka Water and Sewer District, Clarkia Water and Sewer District, City of Fairfield, City of Glenns Ferry, City of Grace, and City of Ririe. Comments due by June 27, 2003.
On April 22, 2003, EPA Region 10 approved the Surface Water Quality Standards of the Spokane Tribe (pdf file, 65k).
This is the 6th tribe in Region 10 to have Clean Water Act - approved water quality standards in place. The other tribes with standards are: Colville, Puyallup, Chehalis, Umatilla, and Warm Springs.

- The regional conference Getting it Done: The Role of TMDL Implementation in Watershed Restoration will be held on October 29-30, 2003, at the Dolce Skamania Lodge in Stevenson, Washington. A pre-conference workshop on TMDL basics is also planned. The conference is sponsored by the Cooperative Research, Education and Extension Service Pacific Northwest Regional Water Quality Program. A Call for Presentations and Posters will be issued in March, 2003.
