KENSINGTON GOLD MINE PROJECT
DRAFT FEDERAL PERMIT, PUBLIC NOTICES, AND STATE DECISIONS

The U.S. Environmental Protection Agency (EPA), U.S. Army Corps of Engineers (ACOE), and the State of Alaska are releasing on June 21, 2004 the following draft permit, public notices, and decisions relating to the Kensington Gold Mine Project for a 45-day public review and comment. The project applicant, Coeur Alaska, Inc. (Coeur), proposes to develop the Kensington Gold Mine in the Tongass National Forest approximately 45 miles northwest of Juneau, Alaska.

• EPA proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit for discharges to East Fork Slate Creek, with ongoing discharges to Sherman Creek and Lynn Canal. The draft permit sets conditions on the discharge, or release, of pollutants from various types of operations into waters of the United States.

• ACOE is publishing the public notice for an application for a Department of the Army permit pursuant to Section 10 of the Rivers and Harbors Act of 1899, and Section 404 of the Clean Water Act. Coeur proposes to discharge an approximate total of 611,700 cubic yards of fill and dredged fill materials into an approximate total of 91.7 acres of waters of the United States. ACOE is also issuing the public notice for Goldbelt, Inc.’s application to discharge dredged and fill materials into waters and navigable waters of the United States in conjunction with the construction of a moorage facility at Cascade Point.

• The Alaska Department of Natural Resources (ADNR) has prepared draft decisions for two tideland leases for marine terminal facilities, a temporary road closure, road construction and use, and fish passage permits, and has prepared two draft water right authorizations. One of the tideland leases is being offered through a competitive process. ADNR is soliciting for interested parties to submit proposals and qualify as bidders; prospective bidders must submit proposals by the comment deadline. ADNR is also coordinating public review of the Alaska Coastal Management Program’s (ACMP) consistency determination.

• The Alaska Department of Environmental Conservation (ADEC) has prepared draft State certifications of EPA’s draft NPDES permit and ACOE’s draft 404 permits.
