GSA's Office of Transportation and Property Management provides federal customer agencies with a broad range of services.

Transportation Management Zone Offices

GSA provides transportation management services to federal departments and agencies throughout the world. Those services involve both freight and household goods transportation. Freight transportation includes less-than-truckload, truckload, heavy hauler, small package, and other kinds of transportation. Household goods transportation includes personal relocations by moving companies, freight forwarders, and third party relocation firms.

GSA's transportation management functions and activities are assigned to transportation management zone offices throughout the country. The zone office account managers assist agencies with fulfilling their freight and household goods transportation requirements. As the account manager, GSA is responsible for working with the agencies to define agency transportation service requirements and to develop any customized tenders for the solicitation of rates and services. Personal Property Disposal

GSA provides assistance to Federal agencies in the disposal of personal property no longer needed for mission accomplishments.  Property declared ‘excess’ by a Federal agency can be reported to GSA for electronic and/or physical screening and subsequent reutilization by other Federal agencies, or their contractors, cooperatives or project grantees.  GSAXcess®  is the mechanism for reporting and screening personal property.   GSAXcess® is the entry way to the electronic system used for recording, tracking, and controlling the worldwide inventory of federal excess, surplus and exchange/sale property.

Excess personal property not desired by other federal agencies, is declared surplus and offered to the State Agencies for Surplus Property (SASP) for donation. Property donations provide nonfederal organizations a way to obtain surplus federal personal property through the SASP. This property can be obtained by a wide variety of nonfederal public agencies and private, nonprofit organizations and institutions, such as educational and health activities and programs for the elderly and homeless.

Property not reutilized through the donation process is made available to the public for sale. Property sales give individuals and businesses an opportunity to buy items the federal government no longer needs, and funds are returned to the US Treasury or to the accountable Federal agency for use in upgrading/purchasing new equipment and property. GSA sells surplus and exchange/sale personal property for civilian federal agencies. Available methods of sale include:

GSA Auctions® is the electronic government internet website to provide the general public the opportunity to bid electronically on a wide variety of federal personal property. The sales auction site also accepts bids by proxy and provides instant feedback. The website provides item descriptions and pictures of items for sale, and allows bidders the option of online payment via credit card.   Internet sales are fast and an economical method of property disposal for Federal customers.

Effective personal property management and disposal is ultimately saving taxpayer dollars through reutilization of property at Federal and state/local government levels, or by recouping dollars from property sold to offset new procurement,  and returning funds to the US Treasury.
