Online Technical Information Package System (OLTIPS)

Online TIPS (OLTIPS) service enables you to search topic descriptions in the current SBIR /STTR solicitation to identify topics of interest. You can then access the TIPS for each topic. OLTIPS Help provides information on searching OLTIPS and identifying and obtaining the technical reports cited in the TIPs.

Each TIP provides citations to general background technical reports related to a particular solicitation topic. Not every citation will be useful for your purposes. Review the listing and select documents to meet your specific needs. Ten technical reports are provided free per SBIR/STTR solicitation period to participants; additional reports may be requested at any time. Full-text for newer reports may be downloaded from STINET. Type the AD#, click on Citation/Document(s), and click on Filename(.pdf). Order reports using the SBIR Document Request, or by telephone (1-800-363-7247), FAX (703) 767-0832/DSN 427-0832, or by email (sbir@dtic.mil).

OLTIPS is updated as soon as possible following the release of SBIR/STTR topic descriptions by the Department of Defense SBIR Coordinator. Please be aware that the OLTIPS update will generally follow the topic release by several weeks at a minimum. OLTIPS covers topics during active solicitations, and remains searchable in the post-solicitation period for archival purposes.
