FORECAST OF FUNDING OPPORTUNITIES UNDER THE DEPARTMENT OF EDUCATION DISCRETIONARY GRANT PROGRAMS FOR FISCAL YEAR (FY) 2004 and FY 2005

(As of August 25, 2004)

This document lists virtually all programs and competitions under which the Department (we) has invited or expects to invite applications for new awards and provides actual or estimated deadline dates for the transmittal of applications under these programs. The lists are in the form of charts -- organized according to the Department's principal program offices -- and include programs and competitions we have previously announced, as well as those we plan to announce at a later date.

Note:This document is advisory only and is not an official application notice of the Department of Education. We expect to provide updates to this document starting in the first week of November in a fiscal year and continuing through the following July.

ORGANIZATION OF THIS DOCUMENT

We have assigned to each principal office a separate chart as follows:

Chart 1 - Office of English Language Acquisition, Language Enhancement, and Academic Achievement for Limited English Proficient Students.

DATES

Here's how you can tell whether we've already published an application notice for a particular program or competition in the Federal Register and whether the dates we list in this Forecast of Funding Opportunities are actual or estimates:

If we have already published the application notice, we list after the date in column two the Federal Register (FR) volume and page number (e.g., 65 FR 53402). All other dates for that program or competition in columns three, four, and five are actual (as opposed to estimated) dates.

If we do not follow the date in column two with an FR citation, that meant that we have yet to publish the application notice, and all dates in columns, two, three, four, and five are estimates only. The actual dates will appear in the official application notice for that program or competition in the Federal Register.

Date of Application Notice. In column two of the charts, we lists the actual or estimated date for publication of the application notice for a given program or competition.

Applications Available. In column three of the charts, we list the actual or estimated date for the availability of an application package for a given program or competition.

Deadline Date for Transmitting Application. In column four of the charts, we list the actual or estimated deadline for transmitting an application under a given program or competition.

Deadline Dates for Transmitting Intergovernmental Reviews. Certain programs identified in this document are subject to Executive Order 12372 and the regulations in 34 CFR part 79. In column five of the charts, we list the actual or estimated deadline date for transmittal of State Process Recommendations by State Single Points of Contact (SSPOCs) and comments by other interested parties. If you are an applicant under a program subject to the Executive Order or another party interested in that program, you can find additional information in the appendix to this document.

Electronic Grant Applications - We are conducting a pilot project for the electronic submission of applications under several of the programs listed in the charts. The pilot project involves the use of the Electronic Grant Application System (e-Application: http://e-grants.ed.gov/) function in our Grant Administration and Payments System. We have identified the programs participating in the pilot by putting the designation e-Application under the program title in column one of the charts. The requirements and instructions for submitting applications electronically under the programs identified will appear in the application notice for those programs or competitions in the Federal Register.

ADDRESSES

Program Contact Person. In column seven of the charts, we list the name, e-mail address, fax, and telephone numbers of the person or persons to contact for obtaining an application or further information about the programs listed. We also include this information in the actual application notice for that program.

For Users of TDD or FIRS. If you use a telecommunications device for the deaf (TDD), you may call the TDD number, if any, listed in the individual application notice. If a TDD number is not listed for a given program, individuals who use a TDD may call the Federal Information Relay Service (FIRS) at 1-800-877-8339.

For Intergovernmental Review. In the appendix to this notice, we provide the requirement for contacting your state single point-of-contact (SSPOC) under Executive Order 12372 when submitting an application to one of our program competitions. The appendix also contains the OMB Website that lists the addresses of individual SSPOCs participating in the program.

FISCAL INFORMATION

Available Funds. The programs and funding amounts listed in this documents are based on the Secretary's best estimates at this time. The Secretary is providing this document in order to give potential applicants adequate time to prepare applications. Potential applicants should note, however, that the Department may cancel some of the competitions listed in this document and may announce some new competitions not listed in this document.

Estimated Average Size of Awards and Number of Awards. Except for programs and competitions administered by the Office of Special Education and Rehabilitative Services (OSERS), column six lists estimated average size and number of awards. The amounts and numbers referenced in this column are advisory and represent the Secretary's best estimates at this time. The average size of an award is the estimate for a single-year project or for the first budget period of a multi-year project. In the application package for an individual program or competition, applicants will receive information about the amount the Secretary intends to make available for each year of a multi-year project.

In the case of programs and competitions administered by the principal components of OSERS, the charts differ with regard to the average size of awards. For programs and competitions of this office, column six of the charts lists the average or estimated maximum size of the awards per year. Applicants will receive further information about funding amounts in the application packages for the individual programs.

Note: The Department is not bound by any of the estimates in this document. We advise you to read the actual individual application notices for these programs or competitions published in the Federal Register.

Appendix

Intergovernmental Review of Federal Programs

This appendix applies to each program that is subject to Executive Order 12372 (Intergovernmental Review of Federal Programs) and the regulations in 34 CFR part 79. One of the objectives of the Executive order is to foster an intergovernmental partnership and a strengthened federalism. The Executive order relies on processes developed by State or local governments for coordination and review of proposed Federal financial assistance.

If you are an applicant, you must contact the appropriate State Single Point of Contact to find out about, and to comply with, the State's process under Executive Order 12372. If you propose to perform activities in more than one State, you should immediately contact the Single Point of Contact for each of those States and follow the procedure established in each State under the Executive order.

In States that have not established a process or chosen a program for review, State, areawide, regional, and local entities may submit comments directly to the Department. Any State Process Recommendation and other comments submitted by a State Single Point of Contact and any comments from State, areawide, regional, and local entities must be mailed or hand-delivered by the date indicated in the actual application notice to the following address: The Secretary, EO 12372--CFDA# [commenter must insert number--including suffix letter, if any], U.S. Department of Education, room 7E200. 400 Maryland Avenue, SW., Washington, DC 20202.

We will determine proof of mailing on the same basis as applications (see 34 CFR 75.102). You may hand deliver recommendations or comments until 4:30 p.m. (Washington, DC time) on the date indicated in the actual application notice.

PLEASE NOTE THAT THE ABOVE ADDRESS IS NOT THE SAME ADDRESS AS THE ONE TO WHICH THE APPLICANT SUBMITS ITS COMPLETED APPLICATION. DO NOT SEND APPLICATIONS TO THE ABOVE ADDRESS.
