Tom was appointed Chief Financial Officer and Director, Office of Budget, Finance and Award Management (BFA) in September 2000, succeeding 21 years service in a breadth of capacities to the National Science Foundation. He is responsible for all budget and financial aspects of the Foundation's business practices, as well as the administration of more than 30,000 grants and contracts NSF manages annually.

His previous positions were in the Division of Earth Sciences, Division of Ocean Sciences, Budget Division and in the Office of the Director as Special Assistant to Neal Lane. In 1997, he worked with congressional Committee Staff under Senators McCain and Frist, on the U.S. Senate's Subcommittee on Science, Space and Technology of the Committee on Commerce, Science and Transportation. Tom was responsible for the NASA Authorization bill, as well as the Commercial Space Act of 1998. Prior to his NSF appointment, he worked at the U.S. Department of Agriculture.

Tom received his B.S. and M.S. from the University of Maryland at College Park, and performed his Ph.D. work at the University of South Florida in Tampa in physiological plant ecology. He is married with four children, and a host of animals he calls his family menagerie. His hobbies are geneaology and 'pounding dirt.'
