Bureau of Verification and Compliance By Directive dated December 21, 1999, Secretary Albright established the position of Assistant Secretary of State for Verification and Compliance and the new Bureau of Verification and Compliance. This Directive was issued pursuant to Section 1112 of the State Department Authorization Act of 1999 (as enacted by P.L. 106-113). On February 1, 2000, the Bureau became fully operational. The Assistant Secretary is responsible within the Department for the overall supervision (including oversight of both policy and resources) of all matters relating to verification and compliance with international arms control, nonproliferation, and disarmament agreements and commitments. The Assistant Secretary advises the Secretary and the Under Secretary for Arms Control and International Security/Senior Adviser to the President and the Secretary of State for Arms Control, Nonproliferation and Disarmament on appropriate uses of the "Key Verification Assets Fund," as created by legislation, and will manage the fund. The Assistant Secretary is also responsible for the preparation of the President's Annual Report to Congress on Adherence to and Compliance with Arms Control Agreements, for Verifiability Assessments for all international arms control and nonproliferation agreements, and for specialized compliance reports required by U.S. Senate Resolutions of ratification (e.g., CWC, CFE Flank Agreement). The new Bureau will oversee Departmental leadership of the interagency Nonproliferation and Arms Control Technology Working Group (NPAC TWG) and will operate the Nuclear Risk Reduction Center (NRRC).
