The Administrative Policy Division (MCA) develops policy for managing GSA’s internal mail operations; the agency’s foreign gift programs; GSA-owned personal property and GSA-occupied space, including the incorporation of Integrated Workplace principles in new and existing office space. The Division oversees GSA’s legally-mandated transportation activities, including performance measures for monitoring the use of regular and alternative fuel consumption by the GSA fleet; compliance with congressionally-mandated restrictions on the use of government vehicles (“Home-to-Work”) and oversees GSA’s vehicle utilization/reduction program. The Division also serves as the agency’s COTR for the FSS Domestic Express Contract.
