I would recommend explicitly naming American Indian and Alaska Native tribes separately from "minorities" since they have a special political relationship with the Federal government. Suggested modification of the sentence beginning the policy:
It is the policy of AHRQ that the overall portfolio of health services research it conducts and supports shall include the following priority populations: inner city; rural; low income; minority; women; children; elderly; American Indian and Alaska Native tribes; and those with special health care needs, including those who have disabilities, need chronic care, or need end of life health care.
