November 28, 1995: Prevailing Rate Systems; Abolishment of Marquette, MI, Nonappropriated Fund Wage Area
The Office of Personnel Management is issuing a final rule to abolish the Marquette, MI, nonappropriated fund (NAF) Federal Wage System wage area and add Dickinson County, MI, and Marquette County, MI, as areas of application to the Lake, IL, NAF wage area for pay-setting purposes. No employee's wage rate will be reduced as a result of this change.

November 24, 1995: Solicitation of Federal Civilian and Uniformed Service Personnel for Contributions to Private Voluntary Organizations
The Office of Personnel Management (OPM) is issuing final regulations governing the solicitation of Federal civilian and uniformed personnel for contribution to private voluntary organizations under the authority of Executive Order 12353 (March 23, 1982). Combined Federal Campaign (CFC) participants and OPM's Inspector General have indicated a need for clarifying or changing current procedures for soliciting Federal employees in the workplace.

November 24, 1995: Prevailing Rate Systems; Abolishment of Certain Special Wage Schedules for Printing Positions
The Office of Personnel Management is issuing a final rule to abolish the Federal Wage System special wage schedules for printing positions in the Los Angeles, California; San Diego, California; San Francisco, California; and Seattle-Everett-Tacoma, Washington, wage areas. Printing and lithographic employees in these wage areas will now be paid rates from the regular wage schedule for their respective wage area.

November 14, 1995: Prevailing Rate Systems; Abolishment of Philadelphia, PA, Nonappropriated Fund Wage Area
The Office of Personnel Management is issuing interim regulations to abolish the Philadelphia, PA, nonappropriated fund (NAF) Federal Wage System (FWS) wage area and redefine the five counties having continuing FWS employment as areas of application to nearby NAF wage areas for pay-setting purposes. No employee's wage rate will be reduced as a result of this change.

November 9, 1995: Claims Collection Standards Debt Collection Act of 1982: Salary Offset
The Office of Personnel Management (OPM) proposes to revise the delegations of authority for matters affecting debt collection reflected in Title 5, Code of Federal Regulations. The proposed amendment will clearly reflect the Chief Financial Officer's (CFO) responsibility for providing policies, standards, and guidelines concerning agency financial administration of all programs, and the shared responsibility held by the CFO and the Associate Director for the Retirement and Insurance Service for matters affecting debts owed to the retirement, health, and life insurance programs.

November 2, 1995: Revocation of Schedule A Authority 213.3102(cc)
The Office of Personnel Management (OPM) is eliminating the regulation establishing Schedule A authority 213.3102(cc) because it will be revoked. Under the terms of this authority, its Schedule A positions are filled by persons identified as Interchange Executives by the President's Commission on Executive Exchange. This Commission no longer exists.

The Office of Personnel Management is issuing interim regulations to abolish the Ocean, NJ, nonappropriated fund (NAF) Federal Wage System (FWS) wage area and redefine Ocean County as an area of application to the Burlington, NJ, NAF wage area for pay-setting purposes. No employee's wage rate will be reduced as a result of this change.
