BLM has two vacancies on the John Day-Snake Resource
Advisory Council (RAC). Citizens who can represent Indian
tribes and/or State natural-resource employees are
encouraged to apply for one of these unexpired terms. The RAC
advises and recommends management strategies for Federal Lands located
in whole or in part within the Vale, Prineville and Spokane Districts
of BLM, and the Malheur, Ochoco, Umatilla, and Wallowa-Whitman
National Forests. The nomination period
ends
December 20, 2004.
The term for the tribal position will expire in 2007; the resource
position will expire in 2006. Nomination
Form BLM Director Kathleen Clarke has announced the winners of the 2004 Reclamation and Sustainable-Mineral-Development Awards. The awards recognize the efforts that have been made in implementing the principles of sustainable development, a concept adopted by the United States and 192 other countries, to balance environmental, economic, and social considerations in planning for mining operations. The Hardrock Mineral Environmental Award winners are Round Mountain Gold Corporation’s Manhattan Mine in Nye County, Nevada, and Ken and David Jeter, who operate the Connor Creek Mine in Baker County, Oregon. The Hardrock Mineral Community Outreach and Economic Security Award winner is Golden Sunlight Mines, Inc., in Whitehall, Montana. Please also see the Vale District News Release.
Interior Secretary Gale Norton has announced the appointment of members to the citizen-based Southeast-Oregon, John Day-Snake, and Eastern Washington Resource Advisory Councils (RACs) that advise BLM on Public-Land issues east of the Cascade Mountains
Composed of citizens chosen for their expertise in
natural resource issues, BLM’s RACs help the Bureau carry out its
stewardship of 261 million acres of Public Lands across the West.
BLM, which manages more land than any other Federal Agency, has 24
RACs across the West, where most BLM-managed land is located. The BLM Oregon State Office leased 10 parcels totaling 4762.81 acres of Federal land at its quarterly oil and gas lease sale on September 9. The sale netted $157,122.50. The Mineral Leasing Act of 1920, as amended and supplemented (MLA), and the 1987 Federal Onshore Oil and Gas Leasing Reform Act authorize leasing of Federal oil and gas resources. The 1987 law, which further amended MLA, requires each BLM State Office to conduct oil and gas lease sales on at least a quarterly basis.
The Oregon Association of Conservation Districts (OACD) and the BLM Oregon State Office have entered into an agreement to improve communication and coordination to manage, develop, and protect Federal and private land and water resources in an environmentally and economically sound manner. This agreement is a local example of the cooperative conservation strategy that is being discussed for sage-grouse habitat conservation at a National level by the Western Governors’ Association, the Western Association of Fish and Wildlife Agencies, and BLM.
