Research and development (R&D;) initiatives proposed by small businesses are supported under the Small Business Innovative Research (SBIR) Program and the Small Business Technology Transfer (STTR) Program. These programs support innovative technologies that have the potential to succeed commercially. The STTR program is specifically designed to encourage cooperative R&D; efforts between small businesses and U.S. academic research institutions, which assume substantial responsibilities as subcontractors on STTR grants.
It is important to note that although the applicant organizations must be small businesses, scientists at research institutions, including colleges and universities, play important roles on SBIR and STTR grants, and obtain significant levels of funding for technology research and development under these programs.
While these two programs are very similar in many respects, they are distinct programs with separate allocations of funds.
