Appointment of Dr. Joseph O'Neill to be Deputy Coordinator of the Office of the Global AIDS Coordinator


Dr. Joseph F. O’Neill, has been named to be a Deputy Coordinator and Chief Medical Officer in the new Office of the Global AIDS Coordinator at the Department of State. The Office of the Global AIDS Coordinator will oversee all U.S. international HIV/AIDS assistance and coordinate the efforts of the various agencies and departments that deliver it.
 
President George W. Bush announced on January 28, 2003, the historic $15 billion, five-year initiative (including almost $10 billion in new funds) to turn the tide in the international HIV/AIDS pandemic. As the United States continues to work to combat HIV/AIDS globally, the President’s new Emergency Plan for AIDS Relief will focus a significant amount of these resources on 14 of the most afflicted countries in Africa and the Caribbean that account for nearly 20 million HIV-infected men, women and children—almost 70 percent of the total in all of Africa and the Caribbean. 
 
Following is Dr. O'Neill's biography:

Dr. Joseph F. O’Neill joins the State Department from the White House where he has served since July 2002 as Director of the Office of National AIDS Policy.
 
Prior to his White House appointment, Dr. O’Neill served as Acting Director of the Office of HIV/AIDS Policy in the Department of Health and Human Services (HHS). In this role, he was responsible for the HHS HIV/AIDS portfolio. As the former Associate Administrator for HIV/AIDS in the Health Resources and Services Administration’s (HRSA) HIV/AIDS Bureau and former Director of the national Ryan White Comprehensive AIDS Resources Emergency (CARE) Act program, he directed an annual budget of $1.7 billion and a staff that served more than 500,000 people living with and affected by HIV/AIDS each year.

Dr. O’Neill holds a faculty appointment at the Johns Hopkins University School of Medicine and maintains a clinical practice in the Johns Hopkins Hospital HIV/AIDS Program. Before joining HRSA, he was on the medical staff of the Chase Brexton Clinic, a community-based AIDS clinic in Baltimore.

A graduate of the School of Medicine of the University of California at San Francisco, Dr. O’Neill also holds degrees in business administration, public health, health and medical sciences from the University of California at Berkeley. He is board certified in internal medicine.
