1.	May 25 2004  Comment: Preliminary Proposal Due Date - required for categories (A) Research Studies and (B) Resources for Professional Development; not required for category (C) Conferences and Symposia
2.	September 10 2004  Comment: Full Proposal Deadline due by 5 p.m. proposer's local time - Deadline applies to Categories A and B. Proposals for category C may be submitted at any time, but are expected to be submitted at least one year in advance of the planned event.
