Biography of Adolfo A. Franco

Assistant Administrator for Latin America and the Caribbean

Photograph of Adolfo A. FrancoAdolfo A. Franco was sworn in on January 31, 2002, as assistant administrator for Latin America and the Caribbean of the U.S. Agency for International Development (USAID). USAID is the government agency that administers economic and humanitarian assistance worldwide.

Before joining USAID, Franco served as counsel to the majority on the House International Relations Committee. From 1999 to 2000, he was president of the Inter-American Foundation (IAF), an independent government agency dedicated to the promotion of grassroots development throughout the Western Hemisphere. Before becoming IAF president, he had held a number of high-level positions at the foundation, including senior vice president, director of congressional affairs, and general counsel, since 1985. In the early 1980s, he was an associate in the law firms of Cole & Corette in Washington, D.C., and Shughart, Thompson & Kilroy in Kansas City, Mo.

Franco is a member of the District of Columbia and Missouri Bar associations and the Inter-American Bar Association.

Born in Cardenas, Cuba, Franco has a bachelor's and a master's degree in history from the University of Northern Iowa and a law degree from Creighton University School of Law, where he was on the Creighton Law Review and graduated cum laude.
