TIRE INFORMATION


* Denial of Tire Defect Petitions - posted 9/29/2004 New
This notice sets forth the reasons for the denial of two petitions submitted to NHTSA under 49 U.S.C. § 30162 by the Law Offices of Lisoni & Lisoni of Pasadena, California, requesting that the agency commence a defect investigation of alleged defects in all Firestone Steeltex tires manufactured since 1995 and in those Steeltex tires installed on ambulances.

Preliminary Regulatory Impact Analysis - 09/29/2004
Under section 13 of the Transportation Recall Enhancement, Accountability, and Documentation (TREAD) Act, the Secretary of Transportation was required to complete a rulemaking for a regulation mandating a warning system in each new motor vehicle to indicate to the operator when a tire is significantly under-inflated.

Notice of proposed rulemaking - 09/15/2004
This notice of proposed rulemaking (NPRM) proposes to establish a new Federal motor vehicle safety standard mandating tire pressure monitoring systems capable of detecting when a tire is significantly under-inflated. A prior version of the standard, adopted by the agency in June 2002 in response to a mandate in the Transportation Recall Enhancement, Accountability and Documentation Act, was vacated by a decision issued by the U.S. Court of Appeals for the Second Circuit in August 2003. This NPRM, which is consistent with the Court's decision, proposes to require installation in new light vehicles of a tire pressure monitoring system capable of four-tire, 25-percent under-inflation detection. This proposed rule differs from the final rule also in that it tentatively responds to issues raised in petitions for reconsideration of the June 2002 final rule and proposes to require a TPMS malfunction indicator.

This final rule increases the stringency of the existing high speed and endurance tests, defers action on proposals to replace the existing strength test and the bead unseating resistance test with a road hazard impact test and a different bead unseating test, respectively, adds a low pressure performance test, and defers action on a proposal to add an aging test.

This document seeks comments on the proposed new standard, including its applicability and test procedures, modifications to related existing standards, and lead time provided for manufacturers to achieve compliance. It also seeks comments on the possible future specification of shearography analysis, a technique which evaluates the condition of a tire using laser technology. Finally, it seeks comments on NHTSA's research plans.
