Biography




William D. Armor

Assistant Director for Training
Bureau of Diplomatic Security
U.S. Department of State

Term of Appointment: November 2002 to present

Bill Armor is the Assistant Director for Training, a new position (effective November 2002) established to provide oversight for the Bureau’s Offices of Antiterrorism Assistance, Training and Performance Support, and Mobile Security Training. Prior to serving as Assistant Director, Mr. Armor was the Director for the Office of Investigations and Counterintelligence (1999-2002) and Director for the Office of Intelligence and Threat Analysis (1995-99).

Since joining the Bureau of Diplomatic Security, Mr. Armor has held a number of assignments overseas and domestically, including Senior Regional Security Officer, Bonn, Germany (1992-95); Chief, Counterterrorism Investigations Division (1987-92); Regional Security Officer, Santo Domingo, Dominican Republic (1985-87); and Assistant Regional Security Officer, Mexico City, Mexico (1983-85). From 1976 until 1983, Mr. Armor was Assistant Unit Supervisor for the Bureau’s Washington Field Office, shift agent for Mrs. Nancy Kissinger’s protective detail, and subsequently Assistant Shift Leader for Secretary of State Cyrus Vance’s protective detail. His first assignment in Diplomatic Security was as a special agent in the Washington Field Office (1975-76).

Mr. Armor is the recipient of numerous awards including three Senior Executive Service/Senior Foreign Service Performance Awards. He joined the ranks of the Senior Foreign Service in 1998.

Mr. Armor received his Bachelor of Arts degree in Political Science from George Mason University and is an active member in the following organizations: Diplomatic Security Service Special Agents Association, International Organization of Chiefs of Police, Federal Law Enforcement Officers Association, and the American Society for Industrial Security.
