NORTON MOVES ON TO SENATE TO ASSURE D.C. GUN SAFETY PROTECTION

September 29, 2004.   The House today passed, H.R. 3193, a bill to repeal D.C. gun safety laws, on a vote of 250 to 171.  Congresswoman Eleanor Holmes Norton (D-DC) said that the District still has a decent chance to retain its current protections because she has already pushed back two attempts this year to pass this same bill in the Senate.  “This is no time to relax, however,” Norton said.  Click here for more.

NORTON MEETS WITH D.C. HEALTH OFFICIALS TO GET ACTION TO AVOID A FLU CRISIS--
Meeting with Federal Officials Planned

October 14, 2004.  At a meeting today with D.C. Department of Health (DOH) officials and representatives of health care providers, Congresswoman Eleanor Holmes Norton (D-DC) got assurances from DOH that it would issue regulations requiring that flu vaccines be provided based on public health risks and priorities, while Norton works with federal officials to assure that the District gets increased supplies.  Click here for more.

October 8, 2004.  Following testimony at a hearing of the Committee on Government Reform entitled, “The Nation’s Flu Shortage: How it Happened and Where We Go From Here,” Congresswoman Eleanor Holmes Norton (D-DC) said that on the first day of the congressional lame duck session in November she will file a bill to give the Food and Drug Administration (FDA) the authority to allocate supplies of scarce vaccines and life saving medicines to address shortages and emergencies.  Click here for more.

BUSH SIGNS NORTON’S HOMEBUYER AND BUSINESS TAX CREDITS

October 4, 2004.  Congresswoman Eleanor Holmes Norton (D-DC) today announced that President Bush has signed her D.C.-only $5,000 Homebuyer Tax Credit and business tax incentives as part of a package of tax cuts approved by Congress last month.  The D.C. credits...were extended through the end of 2005, and ....will be retroactive to January of this year.  Click here for more. 

NORTON GETS LOCAL D.C. BUDGET OUT OF CONGRESS

September 30, 2004.  For the second year in a row the D.C. government will begin spending its own local money on time on October 1, the first day of the new fiscal year, after Norton was able to get the city’s appropriation free from the House and the Senate last night.  The local portion of the D.C. budget is $8.2 billion.  Norton said that this action tracks much of what her pending budget autonomy bill would accomplish.  Click here for more.

September 24, 2004.  Although she has all along expected passage, Congresswoman Eleanor Holmes Norton (D-DC) breathed a sigh of relief when the House and Senate this evening approved a conference bill extending the D.C. tax incentives for economic development and job creation and the popular $5,000 Homebuyer Tax Credit that expired at the end of 2003.  Click here for more.

September 9, 2004.  TODAY, from 4:00 p.m. - 5:50 p.m. in Room 143A at the new Washington Convention, children and professional actors will premiere a play titled “Who Does the Time," as part of the braintrust sponsored by Congresswoman Eleanor Holmes Norton (D-DC) at the Congressional Black Caucus Foundation’s (CBCF) 34th Annual Legislative Conference.   The play conveys the experience of families left behind when a loved one goes to prison. NORTON GET WELL LETTER TO CLINTON REVEALS PROMISE TO ATTEND VOTING RIGHTS TOWN MEETING

September 7, 2004.  Congresswoman Eleanor Holmes Norton (D-DC) released a letter to President Bill Clinton today conveying the relief and delight of D.C. residents that his heart bypass surgery was successful.  “Many prayed and others were simply confident that the ‘comeback kid’ would do it again,” she wrote.  Norton also said that Clinton would have a rain check on his promise to participate in a town meeting on voting rights here. 
Norton had previously said that a major Democratic figure had agreed to participate with residents in a town meeting on voting rights but had held off on naming him until an exact date was set.  Click here for more.

TUITION FOR D.C. COLLEGE STUDENTS GETS NEW LIFE AND AND MORE MONEY

July 15, 2004.  The Office of Congresswoman Eleanor Holmes Norton (D-DC) today announced a double win for the popular Tuition Assistance Grant (TAG) program that allows D.C. residents to attend public and private  colleges throughout the United States.  Late last night Congresswoman Norton and Congressman Tom Davis (R-VA) managed the reauthorization of the D.C. College Access Act for another five years and the bill was passed unanimously.  Earlier in the day, the Appropriations Committee approved a 50% increase in funding for the Act.  Click here for more.


NORTON APPLAUDS LARGE INCREASE IN D.C. TUITION ASSISTANCE
AT APPROPRIATIONS MARKUP 

July 14, 2004.  The full House Appropriations Committee today approved the District’s FY ‘05 budget with funding for some of Congresswoman Norton’s top priorities, including a 50% increase in funding for her D.C. College Access Act...The D.C. budget also includes other funding Norton pressed for, particularly $13 million for public schools; $13 for charter schools; $10 million to continue the Combined Sewer Overflow Long-Term Plan to repair and upgrade the District’s antiquated combined sewer system; and $3 million for the Anacostia Waterfront Initiative.  Click here for more.


NORTON APPLAUDS NPS FOR EARLY WORLD WAR II MEMORIAL REOPENING— CALLS FOR NEW 4TH OF JULY FIREWORKS LOCATION

July 6, 2004.  Congresswoman Eleanor Holmes Norton (D-DC) today asked National Park Service (NPS) officials to explore alternative locations for the Independence Day fireworks display next year, as she thanked them for “the diligent efforts” that resulted in the reopening of the World War II Memorial earlier than planned yesterday.  Thursday, Norton sent a letter to Terry Carlstrom, NPS National Capital Region Director,  asking that the new Memorial be reopened at least for the 5th or part of July 5, and expressing concern that the NPS originally planned to close it on all of July 4 and 5.  Click here for more.

STRONGER ENFORCEMENT AT 1964 CIVIL RIGHTS ACT CELEBRATION

July 2, 2004.  Congresswoman Eleanor Holmes Norton (D-DC) today joined   Rep. Elijah Cummings (D-MD), Chairman of the Congressional Black Caucus (CBC), CBC members, union and business leaders, and civil rights advocates at a Lincoln Memorial commemoration of the 40th anniversary of the Civil Rights Act of 1964, signed 40 years ago today.  Norton called the Act “a living statutory monument to the struggles of African Americans for equality.”  A former chair of the Equal Employment Opportunity Commission, Norton said that celebration of the Act “must be joined with a determination to seek a renewal of the national commitment to civil rights enforcement that once surrounded the Act.”  Click here for more.


NORTON WANTS WWII MEMORIAL
OPEN ON JULY 4TH WEEKEND

July 1, 2004.  Congresswoman Eleanor Holmes Norton (D-DC) today called on the National Park Service (NPS) to rethink its decision to close the World War II Memorial during the entire Independence Day holiday weekend, July 3rd through July 5th, out of respect for World War II veterans, other veterans, their families, and other visitors who will come specifically to visit the new Memorial....Norton asked that the NPS take steps to open the World War II Memorial for at least part of the July 4th holiday weekend.  Norton said that she understands precautions must be taken to protect the monument from the fireworks display...However, she said, “considering that the Memorial has just opened this year and thousands of veterans will undoubtedly be drawn to Washington to see the new Memorial, it would be a devastating disappointment if the entire holiday weekend the Memorial were to remain closed.”  Click here for more.


NORTON PRAISES REDUCED TRACTOR MAN SENTENCE FOR IMPACT ON FEDERAL SENTENCING GUIDELINES

June 30, 2004.  Congresswoman Eleanor Holmes Norton (D-DC) today said that what “Tractor Man did to the District was appalling,” but she praised the decision of U.S. District Court Judge Thomas Penfield Jackson to reduce Dwight Watson’s sentence, for returning “federal sentencing practices to basic constitutional principles.  Norton’s major concern has been with the federal sentencing guidelines which she said have had racially discriminatory effects that have contributed to the devastation of the African American family.  Click here for more.


NORTON GETS D.C. FLAG FLYING AT UNION STATION FOR FIRST TIME

June 24, 2004.  Following a call from Congresswoman Eleanor Holmes Norton (D-DC), the flag of the District of Columbia will be flying on Columbus Circle in front of Union Station along with the flags of the 50 states and the U.S. territories.  The National Park Service (NPS) raised the D.C. flag today between the flags of Hawaii and Puerto Rico, near the Thurgood Marshall Federal Judiciary Building...Flags from the states and territories have flown at Union Station since the 1976 bicentennial...Norton said, "We do not intend to allow what some regard as small oversights to go by.  Click here for more.

June 23, 2004.  At an unprecedented hearing today on four D.C. voting rights bills, Congresswoman Eleanor Holmes Norton said that the hearing and the bills discussed marked the return of bipartisan support for the first time since congressional passage of the D.C. Voting Rights Amendment 30 years ago. The hearing considered Norton’s No Taxation Without Representation Act, and three bills filed by senior Republicans-Government Reform Committee Chairman Tom Davis (R-VA), Rep. PARK SERVICE RESPONDS TO NORTON LETTER WITH FUNDS TO REPAIR D.C. WORLD WAR I MEMORIAL

June 17, 2004.  In response to a letter Congresswoman Eleanor Holmes Norton (D-DC) wrote to Fran Mainella, Director of the National Park Service (NPS) last month, asking for her “attention to a serious neglect” of the D.C. World War I Memorial, NPS officials today said that the Park Service has included more than a half million dollars in the FY ’06 NPS budget request for maintenance and preservation of the Memorial.  A letter from NPS National Capital Regional Director Terry R. Carlstrom to Norton also said that $100,000 is available this year to develop a plan for upgrading the D.C. War Memorial, which is located on the Mall.  Click here for more.


NORTON TO HOUSE FLOOR ON PARK POLICE AMENDMENT STIMULATED BY TERESA CHAMBERS SUSPENSION

June 16, 2004.  The Office of Congresswoman Eleanor Holmes Norton (D-DC) today said that she will go to the House floor this afternoon to offer an amendment to the Interior Department appropriations bill to direct the National Park Service to conduct a study of crime and vehicle accident rates in units of the national park system... Norton said that the study is necessary to determine whether the redeployment of U.S. Park Police to national monuments since 9-11, away from their normal law enforcement duties, has resulted in higher crime and accidents in parks and on nearby roadways here and across the nation.  Click here for more.

NORTON AT 1ST CONFERENCE COMMITTEE MEETING OF TRANSPORTATION BILL AS 1ST TIME CONFEREE

June 9, 2004.  The Office of Congresswoman Eleanor Holmes Norton (D-DC) announced that beginning today, she will serve on the Conference Committee for the reauthorization of the Transportation Equity Act, known as TEA LU, the first conference committee on which Norton has served since being elected to Congress. The bill provides authorization for federal funding of highway and transit projects for the next six years...The appointment to the Conference Committee is important to preserve both funds and provisions important to the District of Columbia and the nation.  Click here for more.
