Kevin Merli, Division Director

Kevin became Mitigation Director in July, 1999, after serving in the role of Deputy Division Director for 15 years. Kevin is a professional engineer who has focussed his efforts on flood loss education activities most of his career.

Steven L. Colman, Deputy Division Director

Steve is the Deputy Director and Branch Chief for Community mitigation. He is responsible for working with federal, state and local agencies on Project Impact activities. Lauren Record, Emergency Management Assistant

Lauren provides continuity between the sub-sections of the division and the Division Director. In this role she coordinates correspondence and meetings with the state's NFIP coordinators, Hazard Mitigation Officers and emergency management directors. Community Mitigation Branch

Paul Ford, Hazard Mitigation Specialist

Paul is the Regional National Flood Insurance Coordinator for the States of CT and MA as well as the insurance liaison for the six New England States. He is a former high school teacher with a BA in psychology and a Master's Degree in Business Administration.

George Hatch, Hazard Mitigation Specialist

George is the community compliance specialist for the region and as NFIP liaison for New Hampshire and Vermont. He holds a BA in Criminal Justice and a Master's Degree in Public Administration.

Jim Gibbons, Hazard Mitigation Specialist

Jim is responsible for the administration of the Community Rating System for the National Flood Insurance Program (NFIP). He provides technical advice and support to states on the Community Assistance Program.

Disaster Mitigation Team

Paul White, Team Leader

Paul handles the management of the Hazard Mitigation Grant program and provides supervision to the Hazard Mitigation officer, CORE and Disaster Assistance Employees. He holds a BS in Business Administration and a Master's Degree in Community Planning.

Domenic Piso, Hazard Mitigation Specialist

Domenic is an Emergency Management Specialist who trains and manages the mitigation Disaster Assistance Employee (DAE) Cadre. He holds a BA in Arts/History/Education with Master's Degree in Education.

G. Fred Vanderschmidt, Disaster Mitigation Specialist

Fred is a hazard mitigation specialist who works with the Hazard Mitigation Grant Program (HMGP) and handles the environmental, historic preservation and State Hazard Mitigation Plan review process. He holds BS in Mechanical Engineering.

Hazard ID and Risk Assessment Team

Mike Goetz, Team Leader

Mike heads the Hazard ID and Risk Assessment team and also serves as the region's hydrologist. He holds both a BA and Master's Degree in Geology.

Dave Knowles, Hydrologist

Dave is a hydrologist and is a registered professional engineer. He is responsible for revisions to the National Flood Insurance Program (NFIP) mapping in New England, assisting with the enforcement and administration of NFIP regulations. He holds both a BS and a Master's degree in civil engineering.

Dean Savramis, Engineer

Dean manages the Limited Map Maintenance Program (LMMP) and is the Project Impact liaison for the State of Maine. As a professional engineer he provides technical assistance to engineers, land surveyors, legal firms, property owners, federal, state and local community officials for the NFIP. He also oversees the regional requirements of the Letter of Map Amendment (LOMA) process.

Kathleen (Daisy) Sweeney, Hazard Mitigation Specialist

Daisy coordinates the Flood Mitigation Assistance program grants and provides training in the use of the FEMA National Emergency Information Systems database for tracking mitigation projects. She holds a BA in Political Science.
