The Guidance for Issuing Federal EPA Inspector Credentials to Authorize Employees of State/Tribal Governments to Conduct Inspections on Behalf of EPA (pdf 1.42 MB, 97 pages) addresses the criteria and process for EPA regions to issue credentials.

The National Policy on the Role of the EPA Inspector in Providing Compliance Assistance During Inspection (pdf 190KB 17 pages) describes a policy for EPA inspectors on what compliance assistance should and should not be provided to facilities during on-site compliance inspections. The policy includes an introduction, explanation of the inspection process, definition of compliance assistance, appropriate general assistance, why not to provide some assistance, inappropriate general assistance, examples, documentation and reporting.

The Role of the EPA Inspector in Providing Compliance Assistance (pdf 370 KB) reviews traditional roles and assesses innovative roles for EPA inspectors with regard to providing compliance assistance.
