Summary
and Analysis of Highway Diesel Fuel 2004 Pre-Compliance Reports -
Any refiner or importer planning to produce or import highway diesel
fuel in
2006-2010 is required to
submit to EPA pre-compliance reports. This documents provides a summary and analysis
of the
reports that we received in June 2004, including comparisons to the reports received
in June 2003. This
preliminary information generally follows the trends that were found in the 2003
reports, namely that: 1)
the industry is on target for complying with the 15 ppm sulfur standard on time;
2) highway diesel fuel
production will be sufficient to meet demand; and 3) 15 ppm sulfur diesel fuel
will be widely available
nationwide (Office of Transportation and
Air Quality).

- Schools
Chemical Cleanout Campaign - Every year, throughout the country,
hundreds of thousands of dollars are spent on school incidents
involving chemicals such as spills and fires. These incidents involve potentially
dangerous chemicals
which, in some cases, had been unused for more than thirty years. In addition
to financial costs, these
spills may also cause school closures that result in a loss of valuable education
time. The Schools
Chemical Cleanout Campaign (SC3) seeks to address this issue by not only cleaning
out excess, legacy,
unused, and improperly stored chemicals but also by going a step further and
implementing preventive
mechanisms in schools (Office
of Solid Waste).

EPA-NOAA Scientist to Scientist
Meeting -
On March 2-3, 2004, more than 100 EPA and NOAA scientists and managers met
in Research Triangle Park, NC to discuss "Air Quality Research to Guide National
Policy and Programs." This
was the first in a series of meetings to be held under the EPA-NOAA Memorandum
of Understanding (MOU) on Air Quality Research and the parallel Memorandum
of Agreement (MOA) on Air Quality Forecasting signed by the Deputy Secretary
of Commerce and EPA Administrator on May 6, 2003. The material presented
reflects various subjects such as: Atmospheric Process Research, Atmospheric
Model Evaluation Research,
Air Quality Forecasting, Source Characterization and Source Emissions,
and Special Issues in Air Quality Including Homeland Security (National
Exposure Research Laboratory (NERL)).

Water
Security Research and Technical Support Action Plan (Action Plan) -
Identifies critical research and technical support needs for protecting
drinking and wastewater infrastructures.
The Action Plan identifies projects in the areas of
physical and cyber infrastructure protection; contaminant identification; monitoring
and analysis; treatment, decontamination,
and disposal; contingency planning; infrastructure interdependencies; and risk
assessment and communication. Revisions to the
Action Plan will be made periodically based on input from others dealing with
drinking water and wastewater security. A 56 pp., 1

- Biomarkers
Database for the National Children's Study - This project is
an update on a database that compiled relevant scientific literature
to identify both routine and standardized
biological markers as well as new and emerging biological markers that would
be relevant to the National Children's Study.
Citations are mostly review articles, beginning as early as 1996, and supplemented
with searches of the recent primary research
literature from 2001-June 2004. A new feature of the database is the capability
of conducting a multiple term search within the
same field. The User's Guide has been incorporated into the MS ACCESS 2000
database as part of the help function (National
Center for Environmental Assessment).

Air
Quality Criteria for Particulate Matter (Fourth External Review
Draft) [revised Chapter 9, August 2004]
- A revised Chapter 9 is now available for public review and comment
and will be reviewed by CASAC via a publically accessible
teleconference on September 20, 2004. (For information on the CASAC meeting
see 69
FR 52255, August 25, 2004.) EPA will
also accept written public comments on revised Chapter 9 submitted by September
30, 2004. The final version of the entire PM
Criteria Document is to be issued no later than October 29, 2004. EPA released
for public review and comment revised draft Chapters 7 and 8 of the Fourth
External Review Draft of EPA's
document, Air Quality Criteria for Particulate Matter on December 30, 2003.
These chapters incorporate revisions made in
response to earlier external review of those chapters, including comments received
at the August 25 and 26, 2003, review meeting
of the EPA Science Advisory Board's Clean Air Scientific Advisory Committee
(CASAC). At that meeting, CASAC reached
closure on all chapters except Chapter 7 (toxicology), Chapter 8 (human health),
and 9 (integrative synthesis). Since then CASAC
has provided additional review comments on revised drafts of Chapters 7 and
8 (dated December 2003). EPA also made further
revised drafts of Chapters 7, 8, and 9 available for CASAC and public review
in June 2004. These revised draft chapters were
reviewed by CASAC at a public meeting held July 20-21, 2004. Closure was achieved
on Chapters 7 and 8 (National Center
for Environmental Assessment).

- Global Earth Observation System of Systems
(GEOSS) - In July 2003, the United States hosted the Earth Observation
Summit. The summit brought together 33 nations plus the European
Commission to adopt a declaration that signified a political commitment
toward the
development of a comprehensive, coordinated and sustained Earth Observation
System to collect and disseminate improved data, information, and
models to stakeholders and decision makers. As part of that effort,
EPA has provided
state fact sheets detailing how Global Earth Observation System of
Systems (GEOSS) could be beneficial to each state (Global
Earth Observation System of Systems (GEOSS)).
