Deputy Under Secretary for International Labor Affairs
Arnold Levine

Arnold Levine Arnold Levine is the Deputy Under Secretary for International Labor Affairs. In that role he advises the Secretary on a wide range of international policy, planning and program matters. He joined the Department in May 2003.

Among the International Labor Affairs Bureau’s responsibilities are: representing the Department in international trade negotiations and on interagency trade policy forums; leading U.S. Government participation in the International Labor Organization and other international organizations with labor committees; managing the National Administrative Office, which handles NAFTA labor issues; planning, funding and managing technical assistance to help strengthen labor laws and compliance and to advocate the acceptance of core labor standards around the globe; conducting economic research on international labor issues; and developing and managing programs to eliminate the worst forms of child labor and the spread of HIV/AIDS in the workplace.

Mr. Levine has had long and successful careers in both the public and private sectors. For more than two decades he was a career civil servant at the U.S. Department of Transportation, where he was involved in the development and implementation of laws, regulations and policies that led to the deregulation of the transportation sector in the 1970s and 1980s. He was a part of the core team that developed the Chrysler Loan Guarantee Program and other forms of assistance for the U.S. automobile industry in the late 1970s. He investigated the terrorist bombing of Pan Am Flight 103 and helped develop tighter security measures for air travel. And he managed the office of international transportation and trade for many years, participating in numerous trade and transportation negotiations. As a consultant, Mr. Levine provided economic, financial and strategic planning advice to clients around the globe. He had a particular focus on privatization, working predominantly on aviation-related projects in such countries as China, Mexico, Costa Rica, Peru, Argentina and Botswana.

Mr. Levine holds degrees from Carnegie-Mellon University and the University of Pittsburgh and undertook post-graduate studies in economics and public policy at Carnegie-Mellon’s School of Urban and Public Affairs.

Associate Deputy Under Secretary for International Labor Affairs
Martha E. Newton

Martha E. Newton Martha Newton serves as the Associate Deputy Under Secretary for International Affairs in the Bureau of International Labor Affairs at the Department of Labor. She was appointed to this position in November 2003 after serving as the Chief of Staff for the Bureau since February 2002. In this capacity she assists in carrying out the Department of Labor’s international responsibilities under the direction of the Deputy Under Secretary for International Affairs, providing detailed experience in the area of grant administration and technical assistance programming.

Prior to joining the Department of Labor, Ms. Newton was the Chief of the Crime Victim Services Division for Illinois Attorney General Jim Ryan. Ms. Newton was promoted to that position in 1999 after serving as the Attorney General’s Grant Administration Coordinator where she was responsible for over $70 million in grant programming for the State of Illinois. Ms. Newton joined the Office of the Attorney General in 1995 after serving as the Executive Director for the Pettengill-Morron Museum in Peoria, Illinois.

An active volunteer, Ms. Newton is a member of the DAR and has served on the board of the Junior League of Chicago.

Ms. Newton is a graduate of Western Kentucky University, where she received both her Bachelor and Master of Arts in 1989 and 1991 respectively.
