The Congressional Northern Border Caucus was
founded by former-Representative John J. LaFalce
and other Members representing Northern Border
States after implementation of the North American
Free Trade Agreement in 1994. Since then, this
bipartisan Caucus has highlighted policy concerns
and issues affecting U.S.-Canadian relations and
our economic partnership. In the 106th Congress,
for example, the Northern Border Caucus was active
in the successful effort to rewrite Section 110
of the 1996 Immigration Reform Act. In the 107th
Congress, the Caucus provided briefings on items
such as U.S. Customs Service computer system modernization,
the state of U.S.-Canada Affairs with Ambassador
Kergin of Canada, and the status of the 30-point
Smart Border Accord with representatives of the
Office of Homeland Security.
In the first session of the 108th Congress, the
Caucus focused on border security and border relations.
The Caucus met with U.S. Ambassador Paul Celluci,
Department of Homeland Security Undersecretary
for Border and Transportation Security Asa Hutchinson,
as well as three Canadian Parliament Committees
visiting Washington, D.C. The Caucus also served
as an information source on border-related legislation.
